TASK FORCE ON FAMILIES

MINUTES, May 18, 1998

MEMBERS: Paul J. Noto (Co-Chair), Lois Bronz

STAFF: Dolores Heredia

GUEST(S): None

The meeting commenced at 11:15 AM. The first item for discussion was the minutes of May 11, 1998. Leg. Bronz moved to approve, seconded by Leg. Noto. All in favor [2-0] (Mrs. Paulin out for vote).

The Task Force convened today to discuss which topics they would or would not continue to pursue. Leg. Noto suggested that the Task Force not pursue the adoption issue since the Children’s Association is currently addressing this topic. The Task Force, however, agreed that it will continue to pursue the issue of uninsured children. The Task Force agreed to write a brief report on the results of the Task Force’s investigation. Next Leg. Noto discussed documents he recently received from Dr. Feinberg, and he suggested pursuing Dr. Feinberg’s issue on the effects of domestic violence on children’s brain and emotional adjustment. One of Dr. Feinberg’s issues is a proposed change to the State law definition of neglect. Leg. Noto stated that the Task Force will invite the County Attorney’s office to discuss this change but noted, however, that the County Attorney’s office may not be the appropriate avenue for a State law change.

Next the Task Force discussed its next meeting which will be held on Monday, June 1, 1998, at 11:00 AM, and the committee agreed to invite Carolyn Hedlund of the Domestic Violence Council. Next the agenda item number 1, a press release from the Governor’s office entitled "Governor proposes non-judicial process for child support... fundamental change to ensure children get support quicker", was discussed. The Task Force will write draw up a resolution on this item to be signed-out at its next meeting. Leg. Bronz moved to adjourn, seconded by Leg. Noto. All in favor [2-0]. The Task Force ended at 11:35 PM.
