The meeting commenced at 11:15 AM. The first item for discussion was the minutes of March 2, 1998. Mrs. Paulin moved to approve, seconded by Leg. Noto. All in favor [2-0].
Next the Task Force discussed the issue of "uninsured children". Mrs. Paulin suggested inviting Commissioner Adel as well as Patsy Yang-Lewis, who is responsible for the Child Health Plus program to the next Task Force meeting. Mrs. Paulin explained that this is the program that is going to be expanded vis-a-vis the state and federal funds. Mrs. Paulin noted that there are policy questions which need to be explained. Next Mrs. Paulin suggested that Managed Care Programs such as Health Source and Community Source should be invited in since many incorporate the Child Health Plus program. Further discussion ensued and Mrs. Paulin stated that she has heard rumors of large numbers of uninsured children, however she is not sure where this data is coming from. Ms. Frattiani asked what is the goal of the Task Force. Leg. Noto replied that the first goal is to find out how many children are uninsured, then it was a matter of how to get them "under the umbrella" since now there will be an "umbrella" with Child Health Plus.
