COMMITTEE ON THE ENVIRONMENT
Tuesday, May 1, 2001

DISCUSSION:
The meeting was called to order at 3:17 p.m., by Chair Kaplowitz, who proceeded with a review of correspondence. A letter was received from the DEC/Army Corps., with regard to critical resource waters in the NYC Watershed. The Committee referred the correspondence to the Board Agenda. Correspondence was also received from the Pace University Intern Program, under Dr. Greg Julian. Chair requested that Legislator Pinto be the liaison to the group, and contact them for an update on their progress, since their last meeting with the Committee.
The Committee agenda items were reviewed next. Beginning with the most recent referral items #29-01 through #36-01, the following items were received and filed with a unanimous vote of 4-0: #s 29-01; 30-01; 32-01.
- #31-01 (Clarke Mosquito Control), the Committee referred this item to the Committee on Health for their review.
- #33-01 (Use of Native Plants), the Committee suggested that Legislators LaMotte and Pinto send the correspondence to the Parks Commissioner for his input and follow-up.
- #34-01* (Mamaroneck Harbor Pollution) was referred to Legislator Latimer for follow-up.
- #35-01* (Pest Mgmt. Comm.) Committee suggested inviting PMC to give a full report, and to explain that approvals are made by the Environment Committee.

MINUTES
Chris Walbrecht, Westchester Program Coordinator for the Citizens Campaign for the Environment, commented on item #36, and presented a memorandum in support of an Act to create a No Spray List program in Westchester County in relation to mosquito control activities. The legislation would create a Westchester County Registry for individual property owners to designate their property as being exempt from pesticide spraying by the County, within a 300-foot radius of their property (copy in ENV file.)
With a review of the agenda from the beginning, the following items were received and filed with a unanimous vote of 4-0: #s 8; 136; 6-01; 7-01; 9-01; 16-01; 19-01; 20-01; 21-01; 22-01; 24-01; 26-01; and 27-01. The Committee discussed the following items and handled as follows:
- #26* (Localized Interpretation of Clean Air Act), the Committee suggested that Legislator Pinto send the correspondence to the County Attorney for follow-up.
- #13-01 & #14-01 (Regional HHW & Regional Tire Surveys) will be discussed further in a future meeting with DEF.
- #15-01* (Local Devel. Projs.) Legislator Maisano is working on the draft proposal.
- #25-01 & #28-01 was signed out of Committee on April 3, 2001.
