COMMITTEE ON THE ENVIRONMENT

The meeting was called to order at 3:45 p.m.. The minutes of April 13th, were held over until the next meeting. Chair Kaplowitz then reviewed the schedule of upcoming meetings, noting that the Committee will not meet on Tuesday, April 27th. The following items were received and filed on the motion of Legislator Pinto, seconded by Legislator Kaplowitz, with a vote of 2-0: - S-4, U-4 and X-4, all regarding "Siting of Wireless Telecommunications Equipment". (Legislator Maisano was out for the vote.)

The Open Space Policy Resolution was next for discussion. Chair Kaplowitz gave a little background on the legislation stating that the Parks Department and Board and the Planning Department and Board have worked on the draft of the policy for at least a year before it was presented to the Board of Legislators (BOL). At the direction of the BOL, the Committee Chair sent a copy of the policy to all municipal officials for their comments, feedback and/or any changes (if any) to the policy. Linda Pina of the Planning Department presented the changes which were incorporated to the policy, three municipalities requested minor changes. After a brief discussion the Policy and Resolution was accepted and moved on the motion of Legislator Pinto, seconded by Legislator Kaplowitz, with a vote of 3-0.

Chair Kaplowitz thanked the representatives from the Planning Department and also expressed his thanks to Commissioner Lannert.

Next, Chair Kaplowitz introduced Eric Goldstein, Esq. and Robin Marx (scientist) of the Natural Resource and Defense Council (NRDC), to address the Committee in regard to the Kensico Watershed. Since 1970, the NRDC (a national environmental organization) has been working on all environmental issues, and for over 25 years, has focused on the New York region with a particular emphasis on water quality and pollution prevention in the water supply. New York City and Westchester County is served primarily by the Catskill and Delaware supply, noting that 90% of the County’s drinking water is part of the New York City system, and the vast majority is supplied by the Kensico Reservoir. A brief discussion continued.

With no further business to discuss, on the motion of Legislator Pinto, seconded by Legislator Maisano, the meeting adjourned at 4:50 p.m.
