COMMITTEE ON THE ENVIRONMENT

Tuesday, February 9, 1999

The meeting was called to order at 3:45 p.m.. The minutes of January 26th were corrected and approved on the motion of Legislator LaMotte, seconded by Legislator Pinto, with a vote of 4-0. Today’s meeting will cover agenda items and clean-up of Committee business. Regarding the Committee Blueprint 1999, nothing will change, all categories will remain the same. The memo from Commissioner Joyce Lannert to County Executive Spano, regarding the Columbia Gas Pipeline was reviewed next. All Legislators were given a copy to review, and express their comment on the Millennium Project’s tentative modification of relocating the project off the route of the Con Ed right-of-way, and onto the County’s North County Trailway. Commissioner Lannert has commented that the County has not agreed, and she would like the Legislators’ input on this issue. Chair suggested requesting Commissioner Lannert to attend a meeting and discuss this matter in full detail.

Chair read a flyer announcing a meeting on March 4, 1999, at the White Plains Public Library discussing "Sustainable Development – Smart Growth", with lots of speakers. A copy will be distributed to all Legislators.

In regard to sewage diversion in the Croton Watershed, Chair would like to invite Savin representatives to give an update to the Committee. Regarding the County Airport and the Blind Brook, Legislator Pinto suggested having an evening joint Committee meeting. Legislator Maisano added that his constituents in the Sound Shore Community have major concerns regarding the diversion from the Blind Brook entering the Sound and Marshlands. He added that he would like a meeting with the Administration to get a complete thorough explanation of everything relating to these issues. Chair responded that he will forward a memo to Commissioner Marvin Church and Deputy Commissioner Harry Stanton requesting an in depth meeting to delve into the complete issue regarding the storm-water management plan at the County Airport.

Lastly, sub-committees were reviewed and it was decided that the following sub-committees will be formed:

*Parks, Recreation & Conservation V. Pinto

*Hudson River ___(open)____

*Long Island Sound (swimmers, non-point) J. Maisano

*Land & Open Space M. Kaplowitz

*Transportation Issues U. LaMotte

*Air & Noise Pollution ___(open)____

In regard to the Watershed, being that it is an on-going concern, the Committee (as a whole), can keep track of its status through reports and updates at weekly Committee meetings. Legislator Maisano recommended that citizen sub-committees should function for at least six months, to effectively cover the task.

With no further business to discuss, on the motion of Legislator Pinto, seconded by Legislator Maisano, the meeting adjourned at 4:45 p.m.
