COMMITTEE ON THE ENVIRONMENT

TUESDAY, JUNE 30, 1998

Mr. Kaplowitz called the meeting to order at 3:05 p.m.

The minutes of June 16th were approved on the motion of Legislator LaMotte, seconded by Legislator Pinto. All in favor, none opposed, motion carried 3-0(Maisano and Latimer out for the vote).

He asked Mr. Langeloh to explain the Bond Act (Item II-6/1/98) to the membership.

Mr. Langeloh said this Bond Act has been amended in the 1998 Budget and provides additional funding for Phase II construction of improvements to develop the light general aviation infrastructure at the Westchester County Airport. The amount: $2.46 million covers all additional costs, such as storm water drainage and changes in road design. Construction is estimated to start late fall of 1998.

Mr. Kaplowitz noted that this legislation must also be signed by the Committee on Budget and Appropriations.

Gina, from the Planning Department, said this legislation was the subject of an Environmental Impact Statement and explained the various changes that will take place after construction is complete. Mr. Kaplowitz confirmed the SEQRA-Type I was complete and no further environmental review was required.

Without objection, Mr. Kaplowitz entertained a motion to move the Bond Act. On the motion of Legislator Pinto, seconded by Legislator LaMotte, the Bond Act (Item II) was approved by a vote of 5-0.

Mrs. LaMotte commended Legislator Carsky on her work with this item that she began while Chair of this committee last session. She secured the County’s support for mitigation and was able to reach an approved plan.

Due to the numerous subject maters to discuss today, Mr. Kaplowitz said Commissioner DeSantis will discuss the Bronx River Parkway Parking in North White Plains, next Tuesday, July 7th, at 3:00 p.m.

In two weeks, Tuesday, July 14th, the Committee will discuss the GE Hanger. Mr. Kaplowitz was in receipt of a copy of the notice of appeal and will distribute a copy to all Board members. He said the County Attorney will then discuss what is the most appropriate option this committee can take to resolve this issue.

On Monday, July 27th, there will be a joint meeting with the Committee on Public Works to discuss a number of topics relating to Metro-North.

Commissioner Lannert explained the Croton Watershed Plan as outlined, and handed out an abbreviated version for each committee member to follow during the discussion.
