MINUTES COMMITTEE ON THE ENVIRONMENT TUESDAY, September 8, 1998 3:00 P.M.
PRESENT: Chair: M. Kaplowitz. Members: J. Maisano; V. Pinto; U. LaMotte. Staff: R. Hoch, B. Dodds, D. Heredia. ALSO PRESENT: Ann M. Cohen (CWCWC/West. Trails); Irene Soltzburg (Marshlands Conserv.); Gudrun LeLash (FCWC); Dorothy Rinaldo (LWV); Jim Rice (Env. Consultant); Roberta Weirnik (LWVW); Bill Randolph (CEs office).
The purpose of this meeting is to review and clean-up the minutes of July 7, 14, 21, 27 & 29, and August 4 & 11, 1998. Upon amendment, Legislator Pinto moved to approve the minutes and Legislator LaMotte seconded. All in favor (4-0). The members will give any further changes to Charlotte. Irene Soltzburg discussed the diversion of the water into the New Rochelle Harbor and additional staffing for the Marshlands as well as the other five (5) wildlife sanctuaries. Ms. Soltzburg referred to page C-259 (in the budget book) noting the mission statement of the Parks Department does not address conservation issues and she would like to see the statement changed. Legislator Maisano discussed his site visit to the Marshlands and noted that it was obvious that help is needed there. The Committee will address this topic at its meeting on Thursday, October 6, 1998. Next, the topic of the Grass Clippings Ban was briefly discussed. Dorothy Rinaldo explained the request for an amendment to the solid waste source reduction law banning grass clippings in the waste stream. After much investigation, it was found that the most effective way to handle solid waste would be to ban grass clippings. Legislator Pinto clarified that the savings would be in the individual community not the County itself. The banning of grass clippings is going to reduce the tonnage, transportation and manpower costs to both the MINUTES COMMITTEE ON THE ENVIRONMENT TUESDAY, September 8, 1998 PAGE 2
County and municipalities. The Committee will discuss this issue further at its meeting on October 27th and extend invitations to Larry Wilson (NYS Landscape & Turf Association), Jim Hogan (Env. Facil.), and members of various garden clubs to attend. Chair Kaplowitz asked Rob to prepare a letter. The agenda items were reviewed next. Item "JJ" is dealing with rifle-range decibel levels as described in the correspondence from a constituent. Rob has spoken to the constituent and has relayed the information regarding the meeting scheduled to discuss this issue (Sept. 22nd). Regarding item "KK" , Committee is not sure why it was referred from the Board agenda. Item "LL" regarding the voluntary restraint from flying program, (changing the flight time) is awaiting a response from the Commissioner. Chair asked Rob to write a memo requesting an update from ASA Airlines. Item "NN" correspondence from the League of Women Voters in regard to the Croton Plan was received and filed on the motion of Legislator LaMotte, seconded by Legislator Maisano, with a vote of 4-0. Items "OO, PP, QQ, RR, TT and"VV" were received and filed on the motion of Legislator Pinto, seconded by Legislator Maisano, with a vote of 4-0. Item "SS" (grass clippings) will be discussed on October 27th. In regard to the Millenium Project, Rob will keep the Committee apprised of any outcomes. In regard to the Hazardous Waste Point of Sale Notification Law, Rob noted that the first draft legislation is complete and the Committee will address this issue at the meeting scheduled for September 29th. Lastly, Rob expressed that the GE Hangar meetings should be scheduled on a day when there is enough time for the Board to accurately consider all the issues involved. At 4:25 p.m., the meeting adjourned on the motion of Legislator Maisano, seconded by Legislator Pinto Tape of the meeting on file. |
