MINUTES COMMITTEE ON THE ENVIRONMENT JUNE 3, 1997
PRESENT: Chair Carsky, Leg. LaMotte, Leg. Latimer.
ALSO PRESENT: Dr. Adel, Ms. Landrigan, Comm. Trelewicz, M. Hogan, Ms. Grasso, Ms. Hurley, Ms. Blair, Mr. Yoegel, Mrs. Keating
ITEMS DISCUSSED:
The Committee was given an update on the Household Hazardous Waste Legislation and a discussion was held on the size of the sign.
Leg. LaMotte asked a question about hand cream that could possibly be hazardous. Mr. Hogan stated that his department has a booklet and when people call they are told how to properly dispose of certain items. Not all items need to be brought to chemical clean-up day.
The Health Department shared a brochure with the Committee on items people should be aware of. Chair Carsky asked how this brochure will be distributed. Ms. Landrigan stated that they would like to do it through the media. Consumer Affairs will also be distributing this brochure on their usual checks of stores.
Chair Carsky asked where this will be hung in a Grocery Store and Dr. Adel stated it would be posted at the cash register.
The Citizens Committee is going around to different cable television programs to explain the law. The Health Department will be doing some type of press conference to generate some interest. The Press Release will be coming out of the County Executives Office. There will be two chemical clean-up days this year. FDR Park will be Page 2 Environment June 2, 1997
October 18 and Playland Park will be November 1. The Health Department would like to use as many community-based organizations as possible. Both Legislators Carsky and LaMotte felt that this brochure is very comprehensive.
Mr. Hogan stated that the information hot line is substantially up and thats good. That means that the public is becoming more aware of how they should dispose of these items.
Dr. Adel stated that this is going to be a slow process. Its going to take quite a while to educate the public.
Leg. Latimer asked if there was a score card on certain organizations that are sensitive to certain issues. Ms. Hurley stated that she would supply the Committee with the list that her organization has.
Dr. Adel would like the minutes to reflect that the County thanks the Citizens Committee for all they have done on this issue.
Jan Blair stated that this is working in Vermont. It took some time, but the people are much more aware now.
Commr. Trelewicz stated that we will have to check the numbers now that there are two clean-up days instead of one.
Chair Carsky thanked everyone for coming and for getting the ball rolling.
Leg. Latimer updated the Committee on a HHC Site. We need a central site when these items are collected. Parametrics did a report on the impact on how this could be handled about two years ago.
Sarah Hurley will get the committee stats from the Rochester Plant. Leg. Latimer stated that we need figures on the cost of building. We have to see some places that operate and get some figures soon. Committee on the Environment June 3, 1997
Ms. Hurley stated that it costs $250,000 for salaries and $250,000 for carting or six months at Rochester.
Leg. Latimer suggested that we possibly create a Sewer Authority to get the money to fund this project.
On motion of Leg. Latimer, seconded by Leg. LaMotte, Item 5 regarding the bond act for the light GA at the Airport was received and filed 3-0..
On motion of Leg. Latimer, seconded by Leg. LaMotte, Item 17 regarding the DEIS on Hudson Hills was received and filed 3-0.
On motion of Leg. LaMotte, seconded by Leg. Latimer Item 9 regarding municipality liability was received and filed 3-0.
