COMMITTEE ON THE ENVIRONMENT

MAY 27, 1997 AT 2:30 P.M.

 

PRESENT: Chair Carsky, Leg. Latimer, Leg.

LaMotte.

 

ALSO PRESENT: Mrs. Keating, Comm. Oliva

 

 

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order at 2:40 P.M. On motion of Leg. Latimer, seconded by Chair Carsky, the minutes of May 13, were approved 2-0. Leg. LaMotte was out for the vote.

 

Chair Carsky stated that we will have a joint meeting with the Legislation Committee regarding Lasdon on June 10 at 2:30 P.M. It was suggested that someone from the Law Department be present. On Monday, June 2, the Committee will meet jointly with the Budget Committee on the Bonds for the Airport Projects. Leg. Latimer brought up the fact that we do not sign off on bond acts - only B&A does. It may not have to be taken care of by the Environment Committee because we have already handled the environmental. Leg. Latimer moved that we send a letter to B&A that we did the environmental and take it off our agenda. On motion of Leg. Latimer, seconded by Chair Carsky, Item 5 was received and filed 3-0.

 

Mary Landrigan will be in on June 3, 1997, at 2:30 P.M. to discuss the Pest Management Law.

 

It was suggested that we take a field trip some time in July or August to Burlington, New Jersey or Rockland County on June 24.

 

Leg. Latimer explained Item 6 - Does lack of fowl mean lake is foul? Did the bridge reconstruction effect the fish kill? Leg. Latimer feels that we should have a dialogue on this issue.

Leg. LaMotte gave the Committee an update on the Waste Water Treatment Center at Peach Lake in North Salem. They are asking for Watershed monies to apply for a treatment plant. It would be helpful to have Comm. Oliva in to talk on this issue.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the Residents Recreation Preferences Survey was received and filed 3-0.

 

Leg. Latimer suggested that Mr. Bob Pfiffer come in to discuss good neighbor - outdoor lighting for July 8.

 

Leg. Latimer would like someone from the Administration to come in and explain the Fishkill at the Read Sanctuary. Was it due to the Bridge reconstruction or did something else cause it.

 

The Committee discussed the High Point Development and how it effects the Airport. Leg. Latimer feels that the County Planning Board’s disapproval should stand. On motion of Leg. Latimer, seconded by Leg. LaMotte, High Point Village was received and filed 3-0.

 

Leg. Latimer suggested that Leg. LaMotte call Sen. Liebel regarding the municipality liability for pollution clean-up. On motion of Leg. Latimer, seconded by Leg. LaMotte, Item 8 will be received and filed and added to Item 9.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the letter from the Town of Harrison Supervisor regarding the Sochurek property was received and filed 3-0.

 

Leg. Latimer suggested keeping the Sochurek item in Legislation and bring in the Committee’s as it effects them. He also suggested that Chair Abinanti keep us abreast of when his committee will be discussing this issue.

 

Chair Carsky asked the Committee their feelings on Hudson Hills and which way they would like to pursue it.

On motion of Leg. Latimer, seconded by Leg. LaMotte, the Committee signed out the DEIS on Hudson Hills 2-0.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the stenciling was resigned out 3-0.

 

On motion of Leg. LaMotte, seconded by Chair Carsky, the meeting adjourned at 4:00 p.m.
