MINUTES COMMITTEE ON ENVIRONMENT JULY 8, 1997 2:30 P.M.
PRESENT: Chair Carsky, LaMotte, Latimer, Delfino

ITEMS DISCUSSED:
Chair Carsky called the meeting to order at 2:40 p.m. The Committee reviewed their field trip to Burlington, New Jersey with the Administration.
Chair Carsky forwarded the Burlington Maintenance manual to Comm. Trelewicz. Chair Carsky showed some pictures of the facility that she took that day. It is basically a large shed with no walls.
Leg. LaMotte stated that they had three full-time people employed at Burlington.
Chair Carsky stated that she asked Environmental Facilities to let the committee know where they are at this point.
Comm. Trelewicz stated that they are having two clean-up days this year. Next year they are putting into a contract to have four. The County did that based on data they received from communities. Westchester is still the most cost-effective around. The Contractor would be responsible to haul away everything. The hot line cuts down on the amount of people that come in because their questions get answered and they dispose of some items properly without having to take them to clean-up day.
Leg. LaMotte asked what would be the main objection to do what Burlington has done. Page 2 Environment July 8
Comm. Trelewicz stated the cost, citing, chemists, laborers, capital cost, etc.
Leg. Latimer asked what percentage of the proper household chemicals do we collect now? How much for a permanent site, how much increase if we had a permanent site and what is the cost level. What we saw in Burlington was less intensive labor . It was an open facility, trenching, etc. What are the similarities and differences between them and Westchester County.
Comm. Trelewicz will take our numbers that he believes it would cost if we built it.
Leg. Latimer stated this is all about education.
Chair Carsky agrees with Leg. Latimer that we must do an analysis on Westchester County and Burlington.
Comm. Trelewicz stated he cannot put a driver in a County truck without a chemist. There are a lot of liabilities involved in this issue.
Leg. Delfino asked what the cost of on clean-up day and Comm. Trelewicz stated it cost $65.88 and in Burlington it costs $172. a car.
The Comm. brought some brochures to show the committee and they will be distributed throughout the County.
The Committee thanked Environmental Facilities for coming.
The Committee went on to discuss a response from the County Attorney regarding a sewer district to construct and operate a facility. We would need an amendment to the State Solid Waste Plan.
On motion of Leg. Latimer, seconded by Chair Carsky, the minutes of June 17 were approved 2-0.

On motion of Leg. Latimer, seconded by Leg. LaMotte, the Good Neighbor, Good Lighting article was received and filed 3-0.
On motion of Leg. Latimer, seconded by Leg. LaMotte, the resolution from Larchmont supporting Watershed was received and filed 3-0.
On motion of Leg. Latimer, seconded by Chair Carsky, Does lack of fowl mean lake is foul was received and filed 3-0.
On motion Leg. Latimer, seconded by Leg. Delfino, the meeting adjourned at 3:35 P.M.
