COMMITTEE ON THE ENVIRONMENT

MAY 13, 1997

 

PRESENT: Chair Carsky, Leg. LaMotte.

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order at 2:40 p.m. Chair Carsky publicly apologized to all staff for the fact that now all members were here at the meeting.

 

The Committee will review the 1996 Residents Recreational Preferences Survey. Comm. Oliva clarified that this survey is not

just for County Parks but also for local municipalities. She also stated that this should not be substituted as a user’s study for certain parks.

 

Comm. Oliva turned the meeting over to Mr. Annunziata to explain the Recreational Survey. He showed the committee some charts and comparisons back to 1986 when the last survey was undertaken.

 

Chair Carsky thanked Mr. Annunziata for coming and the Committee went on to discuss the final FEIS for the Airport.

 

Comm. Petrocelli reviewed the language change incorporated into the final FEIS that was proposed by Leg. Latimer.

 

Chair Carsky stated that she read through the document and has no problems with it.

Ms. Thomas feels that the committee should adopt all items for mitigation that were proposed by the Prices. She also stated that the six foot fence in front of the main house is not high enough. They feel it should be at least 10 feet high. Mr. Burroughs stated that our consultant stated that whether it is 10 feet or 6 feet would make no difference in the noise argument. This is only for visual effects. Comm. Oliva stated that she had no problem with going to 10 feet. There will be trees on the other side. Comm. Petrocelli wanted Ms. Thomas to realize this is not a noise fence.

 

Mr. Burroughs informed the Committee that the FAA had written a letter asking some questions on the Environmental and some noise issues and that Westchester is well within the limits.

 

On motion of Leg. LaMotte, seconded by Chair Carsky, the Committee signed out the Resolution as amended 2-0.

 

On motion of Leg. LaMotte, seconded by Chair Carsky, the Committee signed out the IMA to provide stencils to paint "don’t Dump, Drains to Long Island Sound 2-0.

 

On motion of Leg. LaMotte, seconded by Chair Carsky, the meeting recessed to the Call of the Chair 3:45 P.M. so that Legislators Delfino and Latimer could sign the legislation.
