COMMITTEE ON THE ENVIRONMENT

APRIL 8, 1997 2:30 P.M.

 

PRESENT: Chair Carsky, Legs. LaMotte and Delfino.

 

ALSO PRESENT : Ms. LeLash, Mr. Yoegel, Ms. Dolin.

 

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order at 2:30 p.m. On motion of Leg. LaMotte, seconded by Chair Carsky, the minutes of March 25 and April 1 were approved 2-0.

 

Ms. Dolin of Dewey Balantine would like to make some comments to the committee regarding the Prices’. They are concerned about the flight paths including the new article on chopper noise. The most important thing that Ms. Dolin would like to mention is the noise. Every effort should be made to minimize the noise and flight paths due to the noise to benefit the homeowners’ comfort. The Prices’ are concerned that the Hotel site will have some impact on their property. The Echo site is only 500 feet from their Prices’ property. Trees can certainly help visually but a wall would certainly help to cut down the noise. 500 feet long and run along the northern side of Wolf Lane and be approximately 10 feet tall. Alle King, Rosen and Fleming were consulted and it would possibly be a $25,000 to $40,000 cost. Windows on the northern and eastern side of the Prices’ homes would cost of $10,000 to $15,000. They also questioned the after hours parking program for planes - what is after hours? There would told that there would be additional tree plantings in the Echo area, they would like a better understanding of how many trees will be planted.

 

Chair Carsky stated that we have written down her concerns and asked if they have been in contact with the Planning Department and Ms. Dolin stated she will forward it in writing to the Planning Department.

Item 1. Leg. LaMotte will keep the committee posted on the Peach Lake Environmental Committee proposal for a wastewater treatment facility.

 

Item 2. Chair Carsky asked Ms. LeLash if she knew anything about the new proposed air quality standards for ozone and particulate matter. She was not sure and Chair Carsky will try to find out some information and we will continue to follow same. Leg. LaMotte stated that she would contact Cong. Kelly’s office to see if she has any information.

 

Item 3. Good Neighbor - Outdoor Lighting - The Committee will ask Leg. Latimer to try to arrange this meeting.

 

Item 4. On motion of Leg. LaMotte, seconded by Chair Carsky, Rory O’Moore was received and filed.

 

Item 5. Bonds for Light General Aviation - the Committee will meet jointly with Budget when they set it up for discussion.

 

Item 6. On motion of Leg. LaMotte, seconded by Chair Carsky,

the committee moved to receive and file the three resolutions from Somers declaring its intent to be lead agency on three projects.

 

Item 7. Regarding the proposed act authorizing the transfer of 90% undivided interest in the Peter Jay Property.... the committee will call the Planning Department and set up a meeting within the next two weeks.

 

Items 8 and 9. Hon. LaMotte’s communications regarding municipality liability for pollution clean-up. It was suggested that Mr. Ochacher come in next week to the meeting.

 

Item 11. On motion of Leg. LaMotte, seconded by Leg. Delfino, Hon. Bronz’s communication on Rory O’Moore was received and filed 3-0.

Item 12. Hon. Latimer’s communication re: Citizen suits. It was suggested that Sarah Hurley of the Citizens Campaign come in within the next three weeks.

 

Item 13. ISTEA Funding - was on motion of Leg. LaMotte, seconded by Leg. Delfino, received and filed 3-0.

 

Item 14. Annual Report of the Dept. of Public Works Pest Control Program will remain on the agenda.

 

Item 19. Final EIS for the Airport - We will try to have this on within the next two to three weeks. ‘

There was a discussion on the Birchwood Springs Swim Club. Leg. Delfino will get back to the committee within a few days as to what suggestions he has on which way to do on the front three acres.

 

On motion of Leg. Delfino, seconded by Leg. LaMotte, the meeting adjourned at 3:50 P.M.
