COMMITTEE ON THE ENVIRONMENT

MARCH 11, 1997

 

 

PRESENT: Chair Carsky, Legs: LaMotte, Delfino

and Latimer

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order at 2:45 P.M. Chair Carsky, seconded by Leg. LaMotte, moved to have all the Airport items under one heading.

 

On motion of Leg. LaMotte, seconded by Leg. Latimer, Item 6,

re: the Airport Advisory Board Noise Abatement Officer regarding Hushkit documentation from Northwest Airlines, was received and filed 4-0.

 

The Committee discussed Leg. Latimer’s pamphlet entitled, "Good Neighbor, Outdoor Lighting". Leg. Latimer would like someone to come in and talk to the Committee within the next few weeks.

 

There was a discussion regarding noise abatement at the Airport. Leg. Latimer stated that he would have the Airport Advisory Board request documentation on the noise. Next to the trees, noise is a big issue at the Airport.

 

Leg. Latimer informed the Committee that a lottery will be held on April 1. He suggested to anyone who has never been there before, it is very interesting to watch.

 

Leg. LaMotte’s communication regarding property liability clean-up was discussed. It was suggested that we track this information through NYSAC.

The Committee would like to have Sarah Hurley in to discuss her communication that Leg. Latimer forwarded to the Board regarding citizen suits.

 

The Committee discussed the local law to repeal Chapter 595 regarding the New York State Clean Air Compliance Act. According to the County Attorney’s opinion, the County is pre-emptied. Leg. Latimer suggested that he will read Section 595 first before any action is taken.

 

Leg. Latimer also informed the Committee that the Act to rededicate the Read Sanctuary needs additional language and Leg. Latimer will draft same.

 

The Committee will take a field trip next Tuesday to tour the Airport (weather permitting).

 

On motion of Legislator Latimer, seconded by Legislator LaMotte, the Minutes of February 18, 1997, were approved 4-0.

 

On motion of Legislator Latimer, seconded by Chair Carsky, the meeting adjourned at 3:30 p.m.
