MINUTES COMMITTEE ON THE ENVIRONMENT FEBRUARY 4, 1997 AT 2:30 P.M.
Present: Chair Carsky, Leg. LaMotte, Latimer and Delfino.
Also Present: Mr. Yoegel, Ms. LeLash, Mrs. Keating
Items Discussed:
Chair Carsky called the meeting to order at 2:40 P.M. On motion of Leg. LaMotte, seconded by Chair Carsky, the minutes of January 28, were approved 3-0 as amended.
Leg. LaMotte asked that Comm. DeSantis inform the Committee with the dates and publicity prior to the public hearings to be held. Leg. Delfino stated that we should make these meetings and Environment Meeting.
Chair Carsky stated that there will be a big discussion nationally and that is the re-authorization of ISTEA. We should have a meeting with whomever is appropriate to tell us what type of data they have in the County. The re-authorization comes up late summer.
Chair Carsky stated that we go through the agenda and set up meetings. We will try to have Comm. Oliva in next week on the final SEIS on the Airport. Leg. Delfino stated that noise abatement complaints have picked up again.
Chair Carsky stated that Item 2 is also an important meeting that we need to set up regarding air quality standards for ozone and particulate matter. Chair Carsky suggests that we should have someone in from the Administration to discuss this issue.
Chair Carsky suggests putting Items 3 & 4 regarding HOV in a Track File. Leg. Latimer would like to see a Light Rail line.
Item 5 - Light General Aviation - we are meeting jointly with Budget and after the SEIS we will be discussing this. Page 2
Item 6- On Motion of Leg. Latimer, seconded by Chair Carsky it was received and filed 4-0.
Item 7 - Hudson Hills - it is continuing. Leg. Latimer suggest receiving and filing which was approved 4-0.
Item 8 to alienate parkland in Yorkers was on motion of Leg. Latimer, seconded by Leg. Delfino, received and filed 4-0.
Item 9 to alienate parkland in Yonkers was on motion of Mr. Delfino, seconded by Leg. Lamotte, received and filed 4-0.
Item 10 on the Read Sanctuary is continuing.
Item 11. Chair Carsky asked Leg. LaMotte to check with Mr. Ochacher regarding the North Salem legislation regarding liability for pollutant clean-up of properties taken by unpaid taxes.
There was a discussion on this issue and how it should be handled. Should this be included in a legislative package? Chair Carsky feels that this needs a discussion and Leg. LaMotte states this is a watershed issue too. This is a huge issue as to who is liable.
Item 12. Leg. Latimer suggests that Sarah Hurley should come in to talk to the Committee and Chair Carsky agreed.
Item 13. Hunterbrook Pump station was on motion of Mr. Latimer, seconded by Mr. Delfino, received and filed 14-0
Item 14. Have all members of the Committee see the original report and then we will have Roberta Wiernik in for discussion in March.
There was a discussion to take a tour of the Burlington, New Jersey facility in the Spring.

The Committee discussed an additional Household Hazardous Cleanup day. People only go a short distance to turn in items and only having one limits those who would return.
The Consolidated Sewer District Authority, as discussed yesterday in the Public Works Committee, might be able to run a central chemical clean-up. Having this not go into our sewer system is uppermost in our minds.
Item 15. Mr. Latimers article on congestion pricing was received and filed on motion of Leg. Latimer, seconded by Leg. LaMotte, 4-0.
Item 16. On motion of Leg. Delfino, seconded by Leg. LaMotte, using parkland for housing in Yonkers, was received and filed 4-0.
Item 17 regarding the Airport will be discussed at the meeting of February 18.
Items 18. On motion of Leg. Lamotte, seconded by Leg. Latimer, using parkland for other purposes was received and filed 4-0.
On motion of Leg. Delfino, seconded by Leg. LaMotte the meeting adjourned at 3:40 p.m.
