COMMITTEE ON ENVIRONMENT

SEPTEMBER 9, 1997 2:30 P.M.

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order at 2:45 P.M. Ms. Morgan gave the Committee an update on the HOV lane for 287. The DOT does not feel that 12 miles is long enough for an HOV lane, especially with the amount of exits within the 12 miles.

 

Ms. Morgan stated that there is a body of opposition but we still have a live project. The solution at this point is to call the Governor. He is the only one who can stop this project.

 

Albany was very surprised to find out what we thought and that we were against this project.

Ms. Morgan stated that they are looking toward light rail as a solution. The bridge is the key and whatever we do must fit on the bridge.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the minutes of August 19 and August 26 were approved 3-0.

 

Chair Carsky handed the Committee the response from the County Executive to her letter regarding which department IPM should go into.

 

Leg. Latimer suggested that the Board put the money in the miscellaneous budget until the next County Executive takes office and see what he feels and where it might go. Leg. Latimer suggested that

we put $10,000 aside in our budget for this. Chair Carsky will put both her letter to the County Executive and his response on the next Board agenda.

 

The Committee received an answer to the Household Chemical Clean-up Analysis Day. Chair Carsky will put it on the Board agenda for all to see.

 

Mr. Burroughs is here today to discuss Hudson Hills. Mr. Burroughs explained about the additional landscaping that was requested relative to the comments they received.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the Committee signed out the FEIS for Hudson Hills 3-0.

 

Chair Carsky stated that she heard from Leg. Wishnie that they are looking at other ways to develop the golf course. Mr. Burroughs stated that the Town of New Castle is doing this in conjunction with the 14 lots that will be sold off for homes, not for the golf course.

 

The Committee received an answer from the County Attorney regarding the 27 acre tract at Lasdon. Chair Carsky has asked Leg. LaMotte to draft a letter to the Planning and the Parks Board to ask for their recommendations on this matter.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, Item 3 on the agenda from Leg. Latimer on the inflow and infiltration repairs was received and filed 3-0.

 

Regarding the Geese, Leg. Latimer feels that when we discuss this matter, everyone involved should be in the room at one time. We must make sure we have an expert in the room so we know what options that we have.

 

On motion of Leg. LaMotte, seconded by Leg. Latimer, smoking tax for children’s health needs law was referred to the Health Committee 3-0.

On motion of Leg. Latimer, seconded by Leg. LaMotte, the committee received Hon. Carsky’s article on bike paths not golf courses and the Annual Report of the IPM Committee 3-0.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the committee adjourned at 4:00 P.M.
