COMMITTEE ON THE ENVIRONMENT

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order. On motion of Leg. LaMotte, seconded by Leg. Latimer, the minutes of April 22 and April 28 were approved 3-0.

 

Comm. Oliva explained that she reviewed some of the changes that were requested by the Legislators. Mr. Burroughs explained where some of the changes were made under the different sub-headings beginning on Page 12. Mr. Burroughs explained the nine points mentioned on Page 14. It does not include references to the Price property as this draft was done before those discussions occurred.

 

Page 15 - Tree Obstruction removal was discussed and Wetland Mitigation was also discussed.

Leg. Latimer asked a question on Page 15 C-3 regarding requested vs. required permission on personal property. Comm. Oliva explained that this was suggested language by the Law Department. Leg. Latimer feels that it should be spelled out more clearly.

 

Leg. Latimer raised a question on "D" on Page 16. He stated that there should be a more active annual review. Comm. Oliva asked Leg. Latimer to suggest appropriate language and they will be happy to incorporate it.

Comm. Oliva stated that she had a meeting with the Price Attorneys. The noise barrier fence and storm windows were discussed. The Price attorneys laid out issues with their thoughts due to noise. The County’s consultant did not agree with the Price’s consultant’s regarding noise levels.

 

Comm. Oliva stated that they discussed run-up noise and the noise associated with maintenance of the aircraft. The County may construct two run-up pens. They would be located in an area that does not face the residential area. If most of the run-ups are done inside the hangars, that would even be better. The pens would be a capital cost of roughly $100,000 each. Comm. Oliva will verify the number.

 

The second issue had to do with a noise fence. The noise reductions that would come about from the type of fence suggested may not be warranted. The County is proposing starting 300 feet in from the Wolf Lane intersection for about 600 feet and it would be a solid fence. It would be located along Wolf Lane on the County side of the street. This is only a suggestion at this time. It is up to the Board to decide and it is on our property and it would be up to the County to maintain. It would be anywhere from six to ten feet high. The cost of this fence would be $15,000 to $20,000 to erect. There will be evergreens planted at the end of the fence to screen Hangar E. Comm. Oliva stated that they also plan to put in supplemental plantings to block the County’s view of the fence.

 

The County’s consultant does not feel that there has been an increase in the noise levels. The run-up pens certainly are an expense we did not consider, however, we would like to be a good neighbor and we plan to be there for quite a while.

 

Chair Carsky asked Comm. Oliva if she ran a cost estimate for this mitigation and she said no. Leg. LaMotte would like to know what the cost will be.

Leg. LaMotte asked how many people use the access road to Hangar E and Mr. Buroughs will get that number for her - roughly 200 daily trips in and out.

 

Chair Carsky asked about the other homes on Wolf Lane and she stated that the berm is in front of the Fox property and nothing is being suggested in front of the middle two homes due to the wetlands.

 

Chair Carsky asked about the windows and Comm. Oliva stated that our consultant will state it is not necessary.

 

Leg. Latimer stated that the Airport Advisory Board wanted the Light General Aviation to pass as quickly as possible.

 

Leg. Latimer submitted his language change and all were in agreement.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the following items were received and filed 3-0.

7. County Executive - Act on the Peter Jay Property.
