COMMITTEE ON THE ENVIRONMENT

SEPTEMBER 4, 1996 3:00 P.M.

 

 

PRESENT: Chair Carsky, Legs: LaMotte and

Latimer

 

ALSO PRESENT: Ms. Morgan, Ms. LeLash, Mr.

Yoegel and Mrs. Keating

 

ITEMS DISCUSSED:

 

Chair Carsky called the meeting to order. Chair Carsky gave the committee a copy of the survey letter that was sent to all municipalities on Organic Waste Management.

 

Leg. LaMotte stated that she was in Arlington, Virginia over the weekend and they collect and process and the homeowners can come and take what they want. She suggested that we review what some of the other towns are doing.

 

Chair Carsky suggested that we invite the Commissioners of Yonkers and Mount Vernon Dept. of Public Works in to discuss their problems and plans for either the meeting of September 17 or October 1.

 

Maureen Morgan discussed the resolution regarding the Hudson Valley Regional Conference on I287. Most of the commuters are from Rockland County and they are the ones clogging our roads. The Towns of Orangetown, Ramapo, Montebello and Clarkstown were all part of the process. This resolution came out of the hearings that were held on the problems.

 

Ms. Morgan brought up incentive pricing and stated that the Port Authority has already done a study. Leg. Latimer suggested looking into regional tolls for trucks. Leg. Latimer also suggested getting a copy of the May 1996 Noise Study. Ms. Morgan stated that she would forward a copy to the committee.

Leg. Latimer suggested that we review the Noise Study before we take any action on the resolution and the Committee agreed.

 

On motion of Leg. Latimer, seconded by Leg. LaMotte, the minutes of August 20 and 27, 1996 were approved.

 

On motion of Chair Carsky, seconded by Leg. LaMotte, Hon. Carsky’s

communication to the County Executive regarding the management of organic waste was received and filed and put under Item III for tracking purposes.
