MINUTES COMMITTEE ON THE ENVIRONMENT JULY 23, 1996
PRESENT: Chair Carsky, Legs: LaMotte, Delfino and Latimer
ALSO PRESENT: Roberta Wiernik, Frank Claps, Byron Bean, Michael Hanson, Comm. Oliva, Comm. Petrocelli, Mr. Russell, Mr. Buroughs, Mr. Brachettea, Mrs. Keating
Chair Carsky called the meeting to order. On motion of Mrs. LaMotte, seconded by Mr. Delfino, the minutes for June, 4, 11, 18 and 25 - public hearings on Patterns, were received and filed 3-0. Mr. Latimer was out for the vote.
On motion of Mrs. LaMotte, seconded by Mr. Delfino, the minutes of July 2 were approved 3-0. Mr. Latimer was out for the vote.
Chair Carsky introduced herself and the Legislators to the Pest Management Committee. The Committee, in turn, introduced themselves to the Committee. Mr. Hanson has been working with this on the State and Federal levels; Mr. Bean is involved in the application process - having his own business in Ulster County; Mr. Claps was in the landscaping business for the last 50 years; and Mrs. Wiernik has also been involved with toxics and pesticides.
Chair Carsky gave each member a copy of the law and explained their charge. Mr. Claps asked if they could get a copy of the state law and Mr. Bean stated that he had one. Chair Carsky suggested that the members go into another room and talk among themselves and if they have any questions to come back to us in half an hour.
Comm. Oliva explained the draft SEA/SEIS which they would like the Board to expedite for the next meeting on August 19. Page 2
The three sites for light general aviation were discussed. They are doing everything possible to divert the water away from Rye lake. Some tree topping has taken place. The light general aviation site will consist of 28 acres which will all be blacktop.
Comm. Petrocelli explained that the de-icing material is collected and recycled.
Chair Carsky suggested sending the Executive Summary to each Legislator for their review and comment by August 13 so the Committee can sign it out for the August 19 Board meeting.
Chair Carsky suggested that Comm. Oliva attend the Committee meeting on August 13, to answer any questions that the legislators might have to expedite this matter.
Chair Carsky informed the Committee that she thought the Committee should take a field trip to Ulster County to see their Hazardous Waste site.
On motion of Mrs. LaMotte, seconded by Mr. Delfino, the following items were received and filed 4-0:
Hon. Bronz - forwarding a letter from a County Resident expressing opposition to the proposed development of Cranberry Lake.
Hon. Stewart-Cousins - forwarding a letter urging adoption of legislation requiring prior notice of neighbors before commercial aerosol spraying - was referred to the IPM Committee.
Hon. Bronz - forwarding a letter from a County resident expressing opposition to development of Cranberry Lake Citizens Comm.: FCWC - urging the Board to dedicate the Sochurek property as parkland.
Hon. Bronz - forwarding a letter from a constituent regarding the dangers of toxic sprays applied by lawn care companies. Page 3 Environment Committee 7/23/96
The next meeting of the Committee will be August 13.
On Motion of Leg. Latimer, seconded by Leg. LaMotte, the meeting adjourned at 4:15 P.M., however, the Legislators went in to join the Pest Management Committee to see if they have any further questions.
