ITEMS DISCUSSED:

 

Chair Carsky opened the meeting and introduced the Legislators

and Planning Board. She turned the meeting over to Dr. Casella, Chairman of the Planning Board. Dr. Casella explained that they fulfilled their Charter responsibility and produced a document with a broad framework as to how to proceed in the future direction of the County.

 

Mrs. Richmond stated that the Planning Board went to each municipality to develop a physical design, traffic patterns, maps, and to discuss the economic changes over the last decade. The recommendations that were received from most municipalities included preserving open space and nurture economic development.

 

Comm. Oliva had a slide presentation and explained in more detail, how this process came to the end product.

 

Chair Carsky asked those present who would like to speak.

Joe Potenza, a former Deputy Commissioner of the Planning Department, spoke in his present capacity as Commissioner of Planning for the City of White Plains. He came to support the document. He thought it was very well done and presents a reasonable framework for the municipalities to work with. (His Statement is attached.)

 

George Raymond spoke on Affordable Housing and stated that the document is an incomplete statement on housing. He went on to discuss his commission and the prior housing commission that set the number of units for each community. (His statement is attached).

 

Lowell Tooley wanted to say thank you. He is in support of the document but feels that we should definitely investigate the advantages of business improvement districts targeted to centers or developed corridors. This is a time for bolder initiatives and he was very happy about the positive editorials we have received regarding Patterns.

 

Leg. LaMotte wanted to commend the Planning Department on the tours regarding the housing projects that have been completed. She felt it was a definite eye-opener.

 

Leg. Latimer expressed his feelings on why this document is a good one - it may not be perfect, but it give a better understanding to the municipalities.

 

Leg. Delfino stated that he definitely supports this document and also believes in Home Rule and is happy to see that we are working cooperatively together.

 

Mrs. Greenawalt felt that we need to get further along with the municipalities, but both Comm. Oliva and Leg. Carsky feel that we have come a long way with the Municipalities.

 

Dr. Casella stated that they have gone a long way with regional concerns and intermunicipal agreement.

Mr. Kozlawski - Friends of the Croton Aqueduct spoke regarding land in the lower part of the County that does not connect. Comm. Oliva explained that we do not own all the land but will be getting an easement and it should all connect by the fall.

 

Trustee Bench stated that he personally appreciated all the efforts that have gone into making this Document.

 

Chair Carsky stated that she received a letter from the County Chamber today wholeheartedly endorsing the document.
