MINUTES COMMITTEE ON THE ENVIRONMENT JUNE 25, 1996 AT 7:30 P.M. MOUNT KISCO PUBLIC LIBRARY

Calvitto, Bill Casella Ed Broughs and 22 other people who did not sign in.

Chair Carsky called the meeting to order. Chair Carsky opened the meeting and made the introductions.
Leg. LaMotte introduced local officials and explained what the Planning Board did 11 months ago when she was a member.
Dr. Casella explained the process and that the Planning Board fulfilled 1 of its three charter responsibilities. He spoke about centers and corridors and stated that he felt the last sentence in the document captures the future of our County.
Ed Buroughs, Chief Planner, gave a slide presentation and explained same.
Mr. Murphy asked why there was not more information on Info Network. Page 2 Environment 6/25/96
Leg. LaMotte explained that the County Executive is on but the Legislators will be on shortly
Mr. Buroughs explained that 7 municipalities are working together with the WCA and are already on line.
Mrs. Carsky explained how GIS has enabled maps to be easily computerized.
Dr. Casella explained GIS and how the County is taking the lead.
Mr. Roet asked how we can have controls over neighboring municipalities who propose development on the borderline that impacts the neighboring municipality - such as the Route 22 Office Park on the Lewisboro/Bedford borderline.
Dr. Casella stated that the municipality with the project will be will ultimately have the final say.
Mrs. Sorahan stated that the neighboring communities do not take into consideration how this will effect the neighboring municipality and that Route 22 is already overburdened with traffic and how there is so much over parking on Route 138 in Goldens Bridge to use the Metro North Station.
Jean Sherlock suggested that we have quarterly meeting with the effected local municipalities.
Mrs. Carsky stated that the County Executive has requested an annual report.
A gentlemen representing Assemblywoman. Matusows office wanted to know what type of environment safeguards are we putting into place.
Mr. Buroughs stated that preservation is important to the County and all projects must file for EIS and SEQR.

Mr. Purcell stated he thought this was a good document and that the County should act as the enforcer.
Roberta Wiernik of the League of Women Voters read a prepared statement which is attached.
Mr. King of White Plains asked the status of I287 HOV Lane. He was told that situation has not been resolved but that the legislators did not like the plant that was presented to them.
Dr. Casella explained that we did not address specific issues on the DOT Proposal. All of us must be concerned with centers. It is an intelligent approach to redevelopment.
The gentlemen from the Yonkers Planning Board asked about the projections for 12 million square feet of retail and he felt that was too much and that this should be looked at very carefully.
Ms. Wilson of White Plains felt that Open space is very critical.
Mayor Elliott felt that the County did a great job on this document.
Since there were no further comments, Chair Carsky thanked all for coming and declared the meeting closed at 9:20 P.M.
