MINUTES COMMITTEE ON THE ENVIRONMENT APRIL 23, 1996 AT 3:00 p.m.
PRESENT: Chair Carsky, Legs: LaMotte and Latimer
ALSO PRESENT: Carol Coggeshall, Lisa Hoffman, Mr. & Mrs. Schultz, Ms. Adkins, Ms. Rose, Ms. Penn, Mrs. Wiernik, Mrs. Blaire, Mrs. Roet, Ms. LeLash, Mrs. Salzburg, Mr. Mulligan Mr. Yoegel, Mr. Guzi and Mrs. Keating.
ITEMS DISCUSSED:
Chair Carsky called the meeting to order at 3:10 P.M. On motion of Leg. LaMotte, seconded by Chair Carsky, the minutes of April 9 were approved 2-0. Mr. Latimer was out for the vote.
The Committee reviewed the drought local law and on motion of Leg. LaMotte, seconded by Chair Carsky, the local law was signed out for adoption 3-0.
There was a discussion on Patterns. It was suggested that we have three public hearing in the evenings in June - one in the North, one Central and one in Lower Westchester. Those present all felt it was a very good document and hopefully, after the public hearing the committee will adopt it with a resolution.
The Committee discussed the Pest Management Legislation. Chair Carsky informed Mrs. Wiernik that there were only two resumes to date. Mrs. Wiernik stated that she would contact some people as did Leg. LaMotte, to see if we could get some more resumes so we can get this Board started as quickly as possible.
Mrs. Wiernik gave the committee an update on the Household Hazardous Waste Law. The Committee met yesterday with Dr. Rapoport. There seems to be some confusion about the Signage. Who will do it, who will pay for it, etc. It was suggested that the County do the signs so that they would be uniform, however, Dr. Rapoport stated that the County does not Page 2 Environment - April 23, 1996
have the money for the signs. Mrs. Wiernik thought that Dr. Rapoport would be coming to the Board to ask for an appropriation. She was not sure how much would be asked for.
It was also suggested that the County produce the signs but that the store owners purchase them. Leg. LaMotte asked how many stores would be involved and Mrs. Wiernik stated that any store that sells any type of chemicals would have to have the sign at point of sale. If they sell it in more than one aisle, each one would have to have a sign.
Chair Carsky allowed the citizens that came to the meeting to speak regarding the proposal to bottle water from Cranberry Lake. Mr. and Mrs. Schultz, Ms. Adkins, Mrs. Salzburg, and Ms. LeLash all spoke on how lovely the park is and how the truck traffic would impact the area. Also the runoff from salt on the roads would impact the lake and the surrounding area terribly.
They would also have to build a very large loading dock for the trucks that would be involved in trucking the water. Also 100,000 gallons per day is not a Mom and Pop operation, as was stated.
Mr. Schultz also asked the company what state they are incorporated in and they stated New York and gave an address in Great Neck, New York. Further investigation into that address does not list the company at that address, nor does an 800 number that was given. No one seems to answer the phone when you call it.
Mrs. Schultz invited the Legislators to walk the property and to come to her home, which abuts, for Lemonade. The Committee thanked Mrs. Schultz for her kind invitation.
There is also a rumor that the "S" property is for sale and Mr. Mulligan stated that the County was approached, but at the present time has no intentions of selling the property.

All present asked the Legislators to dedicate the "S" property as parkland and not general use as was originally done, and they stated that they would take that under advisement.
The guests thanked the Legislators for the opportunity to speak.
Leg. Latimer brought up his proposal to discuss the Burlington, New Jersey facility. Since it is too voluminous to copy, Chair Carsky suggested that she would leave it in the middle of the table in the Library so that the rest of the Committee would have a change to look through it before the meeting next Monday, and that would be the topic for discussion.
There being no further items for discussion, on motion of Leg. Latimer, seconded by Leg. LaMotte, the meeting adjourned at 4:00 P.M. \ |
