MINUTES COMMITTEE ON THE ENVIRONMENT APRIL 2, 1996 AT 3:00 P.M.
Present: Chair Carsky, Legs: Delfino, LaMotte and Latimer.
Also Present: Dr. Hyland, Mr. McGimpsey Mr. Babsky, Mrs. Penn, Mr. Yoegel Mrs. Keating.

Chair Carsky opened the meeting at 3:05 P.M. On motion of Mr. Delfino, seconded by Mrs. LaMotte, the minutes of March 26, 1996 were approved as amended 3-0. Mr. Latimer was out for the vote.
Chair Carsky reminded the Committee of the joint composting meeting on April 15 at 2:00 P.M. with the Public Works Committee and also of the Committee of the Whole meeting which is joint with Environment on Patterns and Joint with Community Affairs and Housing on Affordable Housing.
Dr. Hyland explained the proposed act amending Act 148-1995 to extend the term of the IMA with New York City DEP wherein the County will conduct Laboratory Analyses of Groundwater and Soil Samples. Chair Carsky asked if this would cost us money and Dr. Hyland stated that we will actually make money. New York City does not have what is needed to do this work. Even if we had to hire one person, the money would certainly be there.
On motion of Mr. Delfino, seconded by Mrs. LaMotte, the committee unanimously signed out the legislation.
The Committee discussed Chair Carskys referral regarding "Too Much Paper". There was a discussion that the legislators pull their referrals and give them to the secretary of the Committee, however, it was felt that not all legislators might participate as quickly as the secretaries need to fix the folders for the next meeting.

Regarding Mr. Latimers referral on Hazardous Waste Point of Sale Notification Law, it was agreed that the Committee will invite Roberta Wiernik to give them an update on April 23.
Regarding Mrs. Carskys referral in reference to efforts to preserve the Historic Bronx River Parkway - we will await a report on the Woodlands Viaduct. Mr. Hosey stated that the structure is sound. What they will try to do is smooth out the terrible S curve without taking more land as was originally discussed.
Regarding the Local Law on the use of water during a drought, the member agreed to await the outcome of the public hearing before signing out the law for adoption.
There was a short discussion regarding lead abatement and how costly it is to have it done properly, but by December we will have to comply nationally.
Mr. Latimer informed the Committee that he has received some literature from Burling, New Jersey. They have a chemical collection depot that cost them roughly $250,000.
Mr. Latimer suggested that we create a Sewer Authority and take over the collection depot and it might work. Mr. Latimer suggested that possibly we take a trip down to this facility to see it in action. The Committee thought it was a good idea and might possibly go one day in May.
On motion of Mr. Latimer, seconded by Mrs. LaMotte, the meeting adjourned at 3:45 P.M.
After adjournment there was an informal discussion on Patterns and how it might be better to go to the Communities with it.
