MINUTES COMMITTEE ON ENVIRONMENT FEBRUARY 6, 1996 4:00 P.M.
PRESENT: Chair Carsky, Legs: LaMotte, Latimer and Delfino
ALSO PRESENT: Lila Penn, Roberta Wiernik, Jan Blaire, John Yoegel and Lynn Keating
ITEMS DISCUSSED:
Chair Carsky called the meeting to order at 4:10 P.M. She asked the Committee what goals and objectives they would like to see accomplished in this committee. Some suggestions were: Household Hazardous Waste - Chemical, HOV lanes, Long Island Sound. Roberta suggested that the members to the Pest Management Council needed to be appointed. It was suggested that we contact area garden clubs, Nancy Cook of Cornell Cooperative Extension, Michael Hansen, representing Golf Courses, and a representative from the Friends of Lasdon.
On motion of Mr. Latimer, seconded by Mrs. LaMotte the minutes of January 30, 1996, were approved.
Mr. Latimer updated the committee on the Household Hazard Waste - Chemical law and Chemical Clean-up day. Mr. Latimer gave the committee background on how it had been three times a year, then down to two, and now, due to Budget constraints, once a year.
The public needs to be educated and not throw things down the sewer or in the garbage. Rockland and Monroe Counties both have a County Central Facility that is open three weekends a month and the Rockland facility usually sees 200 to 300 people per day use it.
There was discussion of a mobile van, but that carries a major liability.
Leg. LaMotte suggested that they tour the Rockland Facility and all agreed that would be a good idea. Page 2 February 6, 1996 - Comm. on Environment
Mr. Latimer suggested that possibly surrounding counties such a Putnam might pay to use our facility. Leg. LaMotte will be in touch with Sen. Liebells office to see what he has done to date.
The committee again discussed the goals that they would like to accomplished. The following were suggested;
Sewer Districts/Consolidation Parkland Dedication - Passive Long Island Sound/Hudson River Watershed Regulations Airport Noise/Drainage Permanent Site/Household Hazardous Chemicals Clean Air/HOV lanes Dry Cleaners/Gas Stations that pollute wells
The Committee reviewed the agenda and the following items were received and filed:
On motion of Leg. Latimer, seconded by Leg. LaMotte, Hon. Latimers communication forwarding a copy of his memorandum to the Committee on the Environment Re: Household Hazardous Waste was received and filed 3-0. Mr. Delfino was out for the vote.
On motion of Leg. Latimer, seconded by Leg. LaMotte, Hon. Notos communication re: a letter from a constituent regarding the dangers of cigarette litter was received and filed 3-0. Mr. Delfino was out for the vote.
On motion of Leg. LaMotte, seconded by Leg. Latimer, Hon. Carskys memorandum from the New York State Department of Health regarding the Federal Lead Based Paint Disclosure Rule was received and filed 3-0. Legislator Delfino was out for the vote.
