Chairwoman, Andrea Stewart-Cousins called the joint meeting of Legislation/Environment & Health to order at 11:53 am

Mike Kaplowitz opened for Environment & Health and referred to his visit to a GNC store where signage for Ephedra products was obvious and contained appropriate warning language.  After substantial discussion, it was agreed that the committee should consider GNC style Ephedra signage as a model.

The committee also discussed providing a list to the vendors that would provide guidance regarding Ephedra products.  Consumer Protection offered to compile the list and share their list with the Health Dept.

The committee also agreed to make the law effective 90 days after passage.

Elaine Price thanked the committees for having spent so much time on this and for being so thorough.

Chairwoman Stewart-Cousins then welcomed The Taxi and Limousine owners Alan Guarino from Superior Cadillac Livery Service in Mamaroneck and Vincent Graziano from Coxe & Graziano Funeral Home in Mamaroneck.

The two requested livery licenses for funeral cars service that takes these cars out of the category of traditional taxi and limousines.  In New York you have to register the fact that you do only funerals and not other services and, for example, if they take families to the airport, they do not charge for the service.

In addition, Mr. Guarino said that he’s been fined extensively because his business name is in the Westchester phone book under “limousine.”  Although a funeral service, the Westchester book has designed the listing so, if you look up funeral, it refers you to limousines.

Chairwoman Stewart-Cousins said we would look at the New York City legislation and invite the people from the industry back at a later date to discuss possible legislative changes.

Abinanti Adjourned the meeting and Oros seconded it. At 1:34 pm   All in favor:  5-0.
