MINUTES COMMITTEE ON COMMUNITY AFFAIRS AND HOUSING MARCH 8, 1999 PRESENT: Chair Oros, Legs. Bronz, Young, Spreckman and LaMotte ALSO PRESENT: Mr. Stanton, Mrs. Klein, Mr. Goldman Mr. Swee, Mr. Randolph, Mr. Burroughs Mr. Mulligan, Mr. Landi
ITEMS DISCUSSED: Chair Oros called the meeting to order at 3:05 p.m. There was a discussion on the truck routes survey being conducted by the Department of Transportation. Mr. Stanton explained that this would enable the County to be eligible for more state or federal monies. Mr. Oros questioned why this couldnt be done by the local municipalities and Mr. Stanton explained that it is considered freight movement under ISTEA. Mr. Stanton stated that the County has a better chance to obtain funding if it is part of a major route. Letters went to the chief elected officials of the town. Mr. Oros stated that the methodology that got to this point is what upsets him. Mr. Oros also asked if a Bus Stop could be installed on Water Street and Main in the City of Peekskill. Mr. Stanton stated that he would look into it. Mrs. LaMotte asked about the 84 Bus being continued. Mr. Stanton stated that the 84 Bus cost over $400,000 a year to run and there are only 40 passengers who use it. It is just not cost-effective. Mrs. LaMotte stated that people in that part of the County have no way to get to work and that the train is much more expensive. She asked if the MTA has been approached to reduce their fares but that is not possible since they are basically running the same route.
Mr. Oros stated, and the Committee agreed, that Legislators should be included whenever their district is involved and Mr. Stanton agreed. The Committee thanked the Transportation Department for coming and went on to discuss the Singer Property. Mr. Oros stated that he was curious why the Legislator and the Town Supervisor did not know about this issue. Mr. Mulligan explained the Singer Property and the Sprout Brook Ash Fill. It has the urgency due to the fact that the County will be working Cell 4 shortly which abuts the property. This purchase is strictly for General Municipal Purposes and will not be counted against the Town as open space since there are other sites they are interested in for open space purposes. It is just to build Cell 4 unimpaired. On motion of Leg. Bronz, seconded by Leg. Spreckman, the Committee went into Executive Session for the purpose of discussing the appraisal. On motion of Leg. Bronz, seconded by Leg. Spreckman, the Committee resumed their regular order of business. On Motion of Leg. Young, seconded by Leg. Spreckman, the meeting adjourned at 4:00 p.m.
