MINUTES COMMITTEE ON COMMUNITY AFFAIRS FEBRUARY 9, 1998 3:00 P.M. PRESENT: Chair Oros, Legs: Bronz, Young, Spreckman, ALSO PRESENT: Leg. Ryan, Mr. Swee, Mrs. Keating Mr. Salley ITEMS DISCUSSED: Chair Oros called the meeting to order at 3:05 p.m. Leg. Ryan came in to discuss the Birchwood Swim Club. Leg. Ryan updated the Committee on what has transpired to date. He stated that the biggest problem was that the Birchwood group did not know they had to get a new lease. The Birchwood group does realize that their may have to be a lottery system and they may not be able to use it again. Leg. Bronz did not think that may be possible since it is a County facility. Leg. Ryan stated that there has been vandalism there during the last 18 months and teenagers who go in illegally at night. They could get hurt and the County would be liable. If the lottery system is not viable then maybe we might just have to fill it in so that we dont invite trouble. Leg. Bronz suggested that we should have the Law Department and the Parks Department in to discuss this issue and see if anything can be done about the resolution. Deputy Commr. Salley came in to update the Committee on some housing issues. He informed the Committee of some changes to the Drum Hill School Project that will not need Board approval. Total cost for the project is $13 million. The original project was at 80% of median income . It will now serve people up to 95% of the median income. The City of Peekskill supports this project and the modification of the grant application. The City has received 17% of its housing fund subsidies from the County. The Peekskill Planning Board agreed with the increase to the limits. Page 2 Community Affairs - February 9 The rents charged for these units will not change. The developer purchased the school from the City. It has been vacant for at least 20 years. Chair Oros informed the Committee that we will be having the March 11 Committee Meeting in Peekskill. We will walk to the satellite campus of Westchester Community College and Dr. Hankin will join us there. The Committee will then go on to the Kiley Center, which has received CDBG funds. The Committee discussed Plan C . Chair Oros stated that there is some loss of control and there are some things that have to be selected. It appears that the only item the Board of Legislators will be giving up is Budget transfers. Leg. Bronz suggested that Dr. Hankin talk to the Administration before he come to the our Committee on February 23. The Committee reviewed the items on the agenda. Item A - Plan C - was already discussed. Item B - Chair Oros and Leg. Young informed the Committee on the discussion held today in Budget regarding Tourism. Chair Oros asked Mrs. Keating to call Mr. Vogt and get some more pamphlets. Item C - Birchwood -was already discussed. Item D - Westchester Housing Fund - Leg. Bronz suggested that we wait on this item until the Planning Commissioner has been confirmed. Item E. Welfare Implementation Task Force - Leg. Bronz stated that the Task Force on Families at Risk is reviewing this and she will keep up informed. On motion of Leg. Bronz, seconded by Leg. Young, the item was received and riled 4-0.
Page 3 Community Affairs - February 9 Leg. Bronz brought up the Municipal Officials Meeting on housing and suggested that we plan it for late March or early April. Chair Oros asked Mrs. Keating to add it to the agenda so we can track it. On motion of Leg. Bronz, seconded by Leg. Young, the minutes of January 26, were approved 4-0. On motion of Leg. Young, seconded by Leg. Bronz, the meeting adjourned at 3:50 P.M.
