COMMITTEE ON COMMUNITY AFFAIRS

MARCH 10, 1997

PRESENT: Chair, Lois Bronz, Member, Andrea Stewart-Cousins

The meeting was called to order at 1:05 P.M. by Mrs. Bronz.

 

The minutes of March 3 were approved on motion of Mrs. Stewart-Cousins,

seconded by Mrs. Bronz, carried by a vote of 2-0.

 

There was a discussion regarding Mayor Spencer’s response to the County

Executive requesting metes and bounds for three parcels. Mrs. Bronz said

that the errors in notation that were identified had been cleared and that she

would verify that with Lynn Keating before sending it to County Attorney

Marilyn Slaatten.

 

Mrs. Bronz is recommending a committee report which recommends to the

Board of Legislators 2 quick claim deeds: 1) the new parcel and 2) the entire

parcel on which the department sits. Mrs. Bronz will ask George Gretsas to

prepare a committee report that could be signed out of Community Affairs.

 

Mrs. Bronz said that as soon as she receives a committee report that can be signed out she may request a second meeting of the committee

 

Mrs. Bronz said that this item has to be signed out of two other committees,

Budget and Environment, and would like to give the draft to both committees and

have a joint meeting to sign it out.

 

Mrs. Bronz asked Lynne to make copies for the committee members of an article

entitled "Yonkers Housing Desegregation Issue is Not About Preserving Parkland,"

by David Hartley, which appeared in the Friday, March 7th edition of Gannett News.

Mrs. Bronz also asked Lynne to check on whether the County Executive

received a response to his letter dated February 27 regarding Rory O’Moore

Park, which was sent to Mayor Spencer and Joe Farmer, whose response to

the County Executive, which Mrs. Bronz has a copy of, was dated February 28.

 

Mrs. Bronz said she received a fax from the Westchester Tenant’s Coalition

asking for support of their resolution, and sent a copy to each legislator, since

members of the coalition would be represented at tonight’s Board meeting.

Mrs. Bronz would like to invite members of the WTC to the committee’s

March 17th meeting.

 

Mrs. Bronz mentioned a letter referred to the committee by George Latimer,

requesting support for the Local Summit Committee of Larchmont/Mamaroneck,

asking Community Affairs to discuss support for small local service agencies,

and that public education organizations be maintained to the maximum extent,

so that they would not necessarily be funded in total from private real estate

taxes. Mrs. Bronz said the committee could pass a resolution that would go to

the State and Federal government in the interest of small community-based

organizations. The committee will give this further consideration.

 

Mrs. Bronz presented a copy of the Annual Report of the Community Preservation

Corporation and said she would like to invite representatives of this organization

to a meeting with the committee to find out what, if anything, they are doing in

Westchester and if the committee can publicize the program so that the committee

can get involvement in community preservations for Westchester towns and

villages. Mrs. Bronz asked Lynne to have Dan Rodriguez set up the meeting,

which is set for March 24 at 1:30 P.M.

 

Mrs. Bronz asked Mr. Swee to check on a meeting she had requested with the

County Executive about policy as it relates to Affordable Housing. Mrs. Bronz

said that the committee would aggressively seek a County policy.

 

Mrs. Bronz said to leave the agenda items referred as they are.

Mrs. Bronz said that she received correspondence from the North Ridge

Equestrian Center, and circulated to all of the legislators the packet in which they

critiqued the contract. Mrs. Bronz said that the committee will ask the

legislators to comment on it, and then the committee will make a

recommendation. Mrs. Bronz would like to check to make sure that the

Board of Legislators looked at the information she sent.

 

AGENDA ITEM W - Comm. Hon. Oros: Forwarding correspondence from

Historic Hudson Valley. (2.26.97 also ECON. DEV. TF)

 

Mrs. Stewart Cousins said that the Economic Development Task Force met

last week and that Item W will be one of the topics discussed at the next

meeting and will advise the committee of any new developments.

 

AGENDA ITEM V - Comm. Hon. Abinanti: Forwarding two letters from

constituents concerned about the proposal to cut or top trees in the Quaker

Cemetery located near the County Airport (2.26.97 also ENV.)

 

Mrs. Bronz said she spoke to Legislator Carsky regarding this matter, who

said that Legislator Latimer would be able to answer questions. Mrs. Bronz

said she will get enough information from Mr. Latimer to respond.

 

The meeting was adjourned at 1:35 P.M. on motion of Mrs. Stewart-Cousins,

seconded by Mrs. Bronz, carried by a vote of 2-0.
