COMMITTEE ON COMMUNITY AFFAIRS

SEPTEMBER 9, 1996, 1:30 P.M.

ITEMS DISCUSSED:

 

Chair Bronz called the meeting to order at 1:45 P.M. She stated that she had the privilege of visiting the site. Comm. Oliva stated that this is a new project for affordable housing. There will be 13 units available to low income and several for moderate income.

 

This is a project that is just about ready to go. There was a resolution of support from the Westchester County Planning Board and this project went through the process within the Town.

 

Mr. Blau stated that this project started 13 years ago. The building went bankrupt and the Village decided to take over this site. The Village believes that this will bring many people downtown and have some great affordable units. It fits many needs of the Community. At this point the project has gone through everything and the hopefully, there will be a groundbreaking within the month.

 

Comm. Oliva stated that 61 units will be at 100% or less of median income and 13 will be for low income. Out of the 13, 9 will be one bedroom, and 4 will be two bedroom apartments.

 

Total County dollars will be $400,000 out of HIF to be used for sewer, sidewalks and a river walk and plaza, and an additional $530,000 will be given to the project out of the Home Funds to be used for housing.

 

The proposed sales price will be $72,000 for a one-bedroom and $106,000 for a two-bedroom and from $146,000 to $211,000 to families at 100% of median income.

 

Chair Bronz and Leg. Spreckman both liked the project and Chair Bronz stated that she liked the mix in incomes for the project.

 

Legislator Stewart-Cousins was updated on the project by Comm. Oliva.

 

There will be municipal use on the ground floor of this building. 4,700 square feet of the Village Hall will be on the first floor.

 

On motion of Leg. Spreckman, seconded by Leg. Stewart-Cousins, the project was signed out 3-0.

 

On motion of Leg. Spreckman, seconded by Leg. Stewart-Cousins the minutes of August 19 were approved 3-0.

 

The Committee reviewed Comm. DeSantis’ memo regarding several communications that were in Community Affairs. On motion of Chair Bronz, seconded by Leg. Spreckman Comm. DeSantis’ memo was received and filed.

 

On motion of Leg. Spreckman, seconded by Leg. Stewart-Cousins, the following items were received and filed 3-0.

 

County Executive-Legislation on the IMA - Regatta Project in

Mamaroneck.

 

Hon. Abinanti - Flyer advertising the West. Co. Center Parking

lot as a commuter lot.

 

Hon. Abinanti-Forwarding a letter from Supv.-Town of Greenburgh

re County’s automated Golf Reservation system.

 

Cit. Comm. Supv. Feiner Re: Automated Golf.

 

Hon. Oros: Forwarding a Town of Cortlandt letter re: roller blading.

 

Citizen Comm. Supv. Feiner - Requesting the County complete the

bike path on the North County Trail.

 

Chair Bronz asked Mr. Swee for an update on the IMA with Yorktown and when clarified the Committee will act.

 

On motion of Leg. Stewart-Cousins, seconded by Leg. Spreckman, the meeting adjourned at 2:40 P.M.
