With a quorum present, the Committee on Budget and Appropriations convened at 9:20 am.

 

ITEM A5

A Resolution authorizing the transference of funds, within various County Sewer and Water Districts Funds in the amount of  $58,030.  These transfers are required to complete the 2002 fiscal year on a sound financial basis and are sully funded by savings within the 2002 Sewer and Water District Budgets.

 

On the motion of Legislator Latimer, seconded by Legislator Bronz the item carried 5-0.

 

ITEM A6

Previously approved by the Special Committee on Parks and Recreation, this Act authorizes the County to enter into an IMA with the Town of New Castle granting a permanent easement across the Hudson Hills property.  The easement will provide access from Hoag Cross Road to an area adjacent to the parking lot where the Town intends to construct and maintain a water storage tower.  During construction, the County will grant a temporary license to the Town for the use of an area adjacent to the parking lot for staging of the construction.   Any damage done to the easement area will be repaired to the County’s satisfaction at the Town’s expense.  

 

The County is honoring an agreement previously entered into with the Town and International Business Machines Corporation (IBM) the original owners of the property, from whom the County purchased the property.

 

On the motion of Legislator Kaplowitz, seconded by Legislator Latimer the item carried 5-0.

 

ITEM A14

Previously approved by the Special Committee on Parks and Recreation, this item authorizes the County to enter into an IMA with the Town of North Salem whereby the Town will renovate and upgrade the existing facilities of the Camp hemlock area of Mountain Lakes Park in exchange for permission from the County to utilize the site for summer recreational purposes.

 

As per the terms of the agreement the swimming pool will be open to all County residents. 

 

On the motion of Legislator Bronz, seconded by Legislator Kaplowitz, the item carried 4-0.  Legislator Latimer was out for the vote.

 

ITEM A26

An Act authorizing the County to enter into IMA’s with all county municipalities to provide access to a system called the Westchester County Land and Legal Records Public Viewing Application (L&LR System).  Mr. Rogers said the type of information stored and transmitted on the system would include deeds, mortgages, judgments, mechanic liens and lis pendens. 

 

Pursuant to the IMA, each municipality will provide all equipment and hardware necessary to gain access to the County Clerk’s records.  Private entities will not be able to access the system.  The County will charge the municipalities an amount that will cover the costs and expenses to the County for providing such access.  The term of each IMA will not exceed 5 years.

 

Mr. Rogers said the system would modernize operations and eliminate the need for mail and copying, reducing County expenses.  He said IT could explain security measures for the system in greater detail.

 

On the motion of Legislator Kaplowitz, seconded by Legislator Bronz the item carried 4-0.  Legislator Latimer was out for the vote.

 

With a quorum present, the Committee on Public Works was called to order at 9:30 am.

 

ITEM C120 (RB017)

A $300,000 dollar bond for the reconstruction/resurfacing of approximately 1.7 miles of Old Mamaroneck Road in the City of White Plains.  Mr. Butler explained the necessity of improving drainage structures; curb installation, lighting, and the wider widths of roadways are the reasons for the higher cost of southern as compared to northern roads.

 

For Budget: On the motion of Legislator Bronz, seconded by Legislator Kaplowitz the item carried 4-0.  Legislator Latimer was out for the vote.

 

For Public Works: on the motion of Legislator Ryan, seconded by Legislator Rogowsky the item carried 5-0.

 

ITEM C154 (SY022)

An Act authorizing $1,300,000 in Bonds -Secondary Digester System Upgrade at the Yonkers Joint Treatment Plant.  The Bond will fund the cost and design and construction management relating to the replacement/rehabilitation of the secondary digester mixing systems, digester pressure relief valves, roof/hatch repairs, pre-cast planks joint repair and other associated equipment for the Yonkers Joint Sanitary Sewer Districts.

 

Legislator Pinto said the Committee on Public Works would continue its practice of subsequent meetings to track the progress of such projects.

 

For Budget: On the motion of Legislator Stewart-Cousins, seconded by Legislator Kaplowitz the item carried 4-0.  Legislator Latimer was out for the vote.

 

For Public Works: On the motion of Legislator Rogowsky, seconded by Legislator Wishnie the item carried 5-0.

 

ITEM C148 (SNY76)

An Act authorizing $750,000 in bonds-Pump Station Generator Program at the North Yonkers Sewer District.  The bond will fund the cost of design, construction management and construction related to providing emergency generators and controls at the Hastings-on-Hudson and Dobbs Ferry Pump Stations for the North Yonkers Sanitary Sewer District.

 

The Department of Environmental Facilities has advised in the event of a power failure, the sewage flow to either of the aforementioned pump stations could be bypassed into the nearest watercourse, temporarily compromising the water quality.  The installation of emergency generators at these pump stations will provide backup power, keeping the stations operational in the event of a localized or widespread power failure.

 

For Budget: On the motion of Legislator Stewart-Cousins, seconded by Legislator Kaplowitz the item carried 4-0.  Legislator Latimer was out for the vote.

 

For Public Works: On the motion of Legislator Ryan, seconded by Legislator Rogowsky the item carried 5-0.

 

ITEM C155 (SY23)

An Act authorizing $550,000 in bonds- Primary System Rehabilitation, Yonkers Joint Treatment Plant.  This Bond will fund the cost of design and construction management for the replacement/ rehabilitation of the primary treatment system and replacement of associated equipment for the Yonkers Joint Sanitary Sewer Districts.  This project is being undertaken at the suggestion of DEF, to replace or repair primary systems involved in plant operation, which are reaching the end of their useful life.

 

Legislator Wishnie said it would be helpful if a schedule, identifying the equipment discussed and the date it was last addressed prior to project commencement could be provided.  He also suggested follow up meetings to discuss the breakdown of costs as the project proceeds.

 

For Budget: On the motion of Legislator Kaplowitz, seconded by Legislator Stewart-Cousins the item carried 4-0.  Legislator Latimer was out for the vote.

 

For Public Works: On the motion of Legislator Ryan, seconded by Legislator Rogowksy the item carried 5-0.

 

ITEM C160

An act authorizing $170,000 in bonds-Lateral Main Replacement, County Water District No. 3.  This bond will fund the cost of design and construction management related to the replacement of approximately 1,400 linear feet of 4-inch water main at the Grasslands Reservation for Water District No. 3. 

 

Replacement of the Main has become necessary due to a number of leaks over the past 10 years.  The Main was original installed in the 1930’s. 

 

For Budget: On the motion of Legislator Kaplowitz, seconded by Legislator Stewart-Cousins the item carried 4-0.  Legislator Latimer was out for vote.

 

For Public Works: On the motion of Legislator Rogowsky, seconded by Legislator Ryan the item carried 5-0.
