The meeting was called to order at 9:20 a.m.

 

On the motion of Legislator LaMotte, seconded by Legislator Kaplowitz the minutes were approved by a vote of  5-0.

 

Item 1 - C83D – General Infrastructure improvements to the Michaelian office Building in the amount of $470,000 BOO21 was not discussed.

 

Item 2 – A2 - IMA Yonkers, Greenburgh and Ardsley – Legislator Alvarado called the meeting of the Committee on Community Affairs to order with Legislator Swanson present. 

 

Legislator Abinanti has been given the maps and draft that he requested.  This is a 5 party agrement with the Board acting as the Lead Agency.  There will be a slight change in the cost of $200,000 which is a cost-sharing agreement for the SEQRA review.  All other communities have to sign on before anything will be done.  One of the legislators asked that references to WCC be removed and indicate that it is the Westchester Corporate Center and not Westchester Community College.  (This was done.)

 

On the motion of Legislator Kaplowitz, seconded by Legislator Alvarado for the Budget & Appropriation Committee, the motion was carried by a vote of 5-0 with Legislators LaMotte and Swanson voting “without prejudice.”  On the motion of Legislator Swanson, seconded by Legislator Alvarado for the Committee on Community Affairs, the motion was carried by a vote of 2-0 with Legislator Swanson voting “without prejudice.”

 

On the motion of Legislator Swanson, seconded by Legislator Alvarado, the Community on Community Affairs was adjourned.

 

Various Departments were in attendance to discuss their Capital Budget.  The first one was Public Safety: - BPS11 is a helicopter engine, BPS 13 is for a parking garage.  It would add 60 additional spaces for a total of 105.  It was suggested that the Budget & Appropriation Committee do a site visit.

 

The County Clerk’s office came in to discuss BCC02 which is a new project.  They would like to scan all land records.  They have books going back to 1607.  The books are deteriorating and when they are in use, they have to have someone oversee the use.  By scanning the information, it will not only free up space but it will enable the Clerk to consolidate the staff.  They hope to start scanning in 2003.

 

Corrections BCR5A – is to waterproof the new jail which is 10 years old and BPR45 is to enable Corrections to do their own laundry as well as the Medical Center’s laundry.  The laundry room will be in the old pen where the kitchen was.  BCR29 is the relocation of the present firearms armory which has been recommended by the State.

 

Emergency Services – BES06 is to repair the outside burn area.  The water basin will be moved outside.

 

Planning – BLA01 has been reduced from $10 million last year to $7,500,000 this year.  BPL02 has been increased by $5 million but 2003 is down by $1,500,000.  BPL18 only $20,000 was expended last year but a contract has been issued 2 weeks ago for $160,000.  BPL21 is for water quality improvement.  There needs to be an ongoing program and Planning is working with Cornell Co-op.

 

Public Works – BO14A, White Plains complex, masonry repairs, window repair, waterproofing and planting; 15A, the Michaelian Building is eligible for landmark status.  Work will include lavatory facilities and asbestos abatement; B0019 is for the design of the utility tunnels from the central heating plant to Corrections and the Medical Center.  The concrete is deteriorating.  The tunnel is under the County’s jurisdiction but it was mentioned that the Medical Center should be charged.  The Budget Director said she would look into it.  B0029,  85 Court Street and 134 Grand Street is for space plans to relocate the clinic areas. 

 

There were several questions on A & C.  Legislator Rogowsky wanted to know if an item can be held over by a single legislator.  On #6, relocation of sanitary sewer piping for hangars #6 and 26, it was asked if this had been referred to any committee and if it was triple net.  The Budget Director said she would obtain the information.

 

On the motion of Legislator Alvarado, seconded by Legislator LaMotte the meeting was adjourned at 10:55 a.m.
