Chairman Wishnie called the Budget Committee meeting to order at 9:10 a.m.
MINUTES:
On motion of Legislator Carsky, seconded by Legislator Swanson, the motion to approve the Minutes of October 15, 2001 was carried by a vote of 8-0.
A8: Hawthorne Fire District IMA: Proposed Act authorizing the County to enter into an IMA with the Hawthorne Fire District in connection with fire safety procedures. (10/15/01)
· The Hawthorne Fire District will provide services to the County in connection with the evaluation of the fire safety procedures at the Grasslands Reservation and the training of the Grasslands Fire Brigade.
· This supplemental training and evaluation of procedures is essential for the enhancement of fire protection on the Grasslands Reservation and to continue to reduce the number of necessary responses from the Hawthorne Fire District to the Grasslands Reservation.
· The services will be provided over a period of three years from January 1, 2002 to December 31, 2004.
· The Hawthorne Fire District shall be paid the sum of $13,000 per year.
· The money for this is in budget
On motion of Legislator Swanson, seconded by Legislator Young, the motion to approve this item was carried by a vote of 8-0.

A12: Valhalla Fire District IMA: Proposed Act authorizing the County to enter into an IMA with the Valhalla Fire District in connection with fire safety procedures. (10/15/01)
· The Valhalla Fire District will provide services to the County in connection with the evaluation of the fire safety procedures at the Grasslands Reservation and the training of the Grasslands Fire Brigade.

A4: Korean War Memorial: Proposed legislation authorizing the County to enter into an IMA with the Town of Rye which will provide that the County will pay $10,000.00 to the Town for site work and dedication and memorial plaques for the Korean War Memorial at Crawford Park in Rye. (10/15/01)
· This will be a one-time investment by the county.
· Legislator Carsky expressed concern that the County has not done this before and will be setting a precedent.
On motion of Legislator Noto, seconded by Legislator Young, the motion to approve this item was carried by a vote of 7-0 with Legislator Carsky being recorded in the negative.

CAPITAL BUDGET:
Buildings, Land & Miscellaneous: (C9)
· B006B: Utility Reinforcement, 4th Feeder, Valhalla Campus: installation of a forth primary feeder from Con Ed into the main switch gear building at the Valhalla Campus. With the growth being undertaken on the campus by both the Medical Center and the County, additional electrical power is required. The cost of the project is shared equally between the Medical Center and the County.
· B0011: Replacement of Gas Mains, Valhalla Campus: no change to this project
· B014A: Exterior Infrastructure Repairs, White Plains Complex: no change to this project
· B0015A: Interior Infrastructure Repairs, White Plains Complex: anything common in entire building would come out of this
· B0029: County Office Relocations: $7 million under review, bringing $1 million into 2002, $2.5 million into 2005 and leaving $3.5 million under review
· B035A: Heavy Equipment Replacement: no change to this project
· B0042: Roof Replacement Program, Various Locations: no change to this project
· B0045: Putnam Right of Way/South County Trailway: Increase of $3 million. Three phases to this project left. The 2002 request will fund the segment of the South County Trailway consisting of a 1.75 mile section from Dunwoodie Golf Course to the New York City line.
· B0056: Acquisition and Renovation of 375 Executive Boulevard, Elmsford: cost remains the same. This will allow for the relocation of existing storage facilities and office space to this site.
· BGS03: Mount Vernon Office Complex, Renovations/Infrastructure: Increase of $3 million. Original plan had minimal renovations on 4 floors. Determined that those floors need to be modified similar to other parts of building.
· BPF21: Infrastructure Repairs, Parking Structure, White Plains: Project to rehabilitate concrete in parking structure. Started in 1980’s. Life expectancy is 15 years. Would like to start design next year with construction scheduled for 2003.

Emergency Services: (C20):
· BFT09: Replace Oil Fire Pits/Liquid Fuel Fire Simulator: no change in this project. Project replaces and reconfigures the badly damaged concrete tanks used to create class “B” fires with a mobile fire simulators and related site work. The simulators is fueled by propane, which burns substantially cleaner than oil and without the oil residue “fallout”. Consultants are there now.
County Clerk: (C19):
· BCC01: Electronic Exchange of Legal Data: The project provides for the electronic transmission and receiving of legal documents from remote locations. The 2002 appropriation funds the design and installation of the system. The $400,000 from last year that was “under review” has been moved into 2002.
Planning: (C25):
· BLA01: Parkland Acquisition/Westchester Legacy Program: $10 million for five years beginning in 2002. Funding for this project is dedicated specifically to the acquisition of park and open space lands. Discussion with regard to the title of the program, suggested change to “Open Space”. Budget Director will look into it and get back to the Committee.
· BLA02: Land Bank/General Purpose: This project provides for the acquisition of general purpose (non-park) land and structures throughout the County.
· BPL2A: Capital Projects-Feasibility Studies (2001-2005): Increase of $2 million. Project has been relied on a lot by other departments as well as Planning.
· BPL10: New Homes Land Acquisition: Provides money for the acquisition of property for the construction of affordable housing.
· BPL11: Bronx River Pathway (Harney Road to Crane Road): This project proposes the construction of nearly one mile of asphalt pathway from Harney Road to Crane Road in the Towns of Eastchester and Scarsdale. This portion of the Bronx River Parkway Reservation is included in the ten-mile stretch of Reservation which received listing on the National Register of Historic Places in 1991.
· BPL12: Tarrytown – Kensico Trailway: runs from WCC to the Grasslands Reservation. Extremely involved project. The Trailway will facilitate a very important east/west linkage to the North and South County Trailways.

· BPL17: Mahopac Branch Trailway: This project will construct a 6 mile paved path along the abandoned “Mahopac Branch” of the Harlem Division Railroad Line. This trailway will extend from the Golden’s Bridge rail station in Lewisboro through the Town of Somers, to the hamlet of Mahopac where it will connect with the North County Trailway.
· BPL19: Saw Mill River Basin Ecosystem Restoration: No change in this project. This project is a feasibility analysis to determine solutions to restoring the ecosystem at specific sites in the Saw Mill River Basin and to develop a comprehensive watershed management plan for the basin.
· BPL20: Hillside Woods Trail: This project proposes the creation of the Hillside Woods Trail, a 1.7 mile long six to eight foot wide unpaved pedestrian/hiking trail. The Hillside Woods Trail will provide and east/west link between the Old Croton Aqueduct and the South County Trailway, both heavily used major north-south oriented trails that together span the entire County.
· BPL21: Water Quality Improvement Projects: This project has 3 components: 1) Water Quality and Habitat Restoration Projects along the Sheldrake River/Lake in New Rochelle; 2) Water Quality and Habitat Restoration at Maplemoor Golf Course and 3) Westchester County Stormwater Management Study
· BPL22: Remembrance Memorial: This project proposes to fund the selection of a suitable location and develop preliminary design plans for a remembrance memorial to honor those Westchester residents who were victims of the September 11, 2001 terrorist attack on the World Trade Center.
DSS: (C40):
· BSS07: 85 Court Street Renovations: This project provides for improvements to DSS existing office space at 85 Court Street as well as the construction of a 3,000 square foot addition to the building. Improvements to be made to the existing space in 2002 include the replacement of the windows, a new building vestibule, and miscellaneous equipment. The construction of the addition is to accommodate additional staff moving from rental space.

Correction: (C45):
· BCR5A: Infrastructure Improvements (2001-2005): This project provides for ongoing improvements to the correctional complex. Upgrades of the interior infrastructure are planned in addition to asbestos abatement and exterior improvements. The 2002 appropriation funds renovations of the Department’s one-story Training Center, which will include roof and window replacement and HVAC upgrades. In addition, a phased exterior waterproofing of the County Jail will also commence.
· Committee requested a schedule of which roofing projects are being done & which are currently in the works.
