Chairman Wishnie called the Budget Committee meeting to order at 3:12 p.m.

 

MINUTES:

 

On motion of Legislator Kaplowitz, seconded by Legislator Young, the motion to approve the Minutes of April 16, 2001 was carried by a vote of 7-0.  (Legislators Abinanti, Swanson and Latimer out for the vote)

 

DISCUSSION

 

A1:    Budget Transfer Resolution:  Proposed Resolution transferring funds within the Westchester County Miscellaneous Budget.  (4/16/01)

 

·        This transfer for $950,000 for the Indigent Defendants Account (2090) was discussed in detail at last week’s meeting.  At that time the Committee requested more detail.  A schedule (on file) was distributed to the Committee and discussed. 

 

On motion of Legislator Kaplowitz, seconded by Legislator Carsky, the motion to approve this item was carried by a vote of 7-0.  (Legislators Abinanti, Swanson and Latimer out for the vote)

 

 

A5:    Sewer Inspection:  Proposed Act authorizing the County to renew a delegation agreement with the City of New York Department of Environmental Protection in conjunction with the inspection of sewers located within the water supply system of Westchester and New York City residents to the Department of Health.  (1/22/01)  (Also referred to PW)

·        Mr. Boland stated that he has asked the Department of Health previously who does the actual inspecting of the sewers?  The question has yet to be answered.  Ms. Doyle stated that that this is not really an inspection of sewers.  This is where the City has delegated their approval authority to us for septic installations.

·        Ms. Doyle explained that this act is to authorize the County to renew an IMA with the NYC DEP to issue and approve subsurface sewage treatment systems (SSTS’s) to be located in the portion of the watershed of the NYC water supply situated in the County to the Department of Health for a five year term.

·        It was determined that the transmittal letter attached to the Committee Report and Act is incorrect.  Committee requested the Administration review the entire transmittal and bring it back to the Committee in its corrected form next week.

 

 

SUHR PROPERTY:

 

Committee will set up a meeting with PRC and Planning to discuss the memo in regard to managing the Suhr property.

 

 

AIRPORT GARAGE:

 

·        There was a discussion with regard to the County Executive’s proposal to close the Airport Garage overnight.

·        The Stipulation Agreement addresses the number of gates and the number of people that can go in and out every half hour.  It was stated that the public does not want more growth at the airport and every time we perform an act out there it draws attention to the fact that we are unhappy with growth at the airport and could invite the FAA to take another hard look at the Stipulation Agreement.  Concern was expressed that when we start imposing stricter mandates to effect a voluntary curfew, we could be inviting the potential for the airlines to go to court and petition the FAA to take another hard look at the number of gates that we have.  Mr. Wishnie stated that Congresswoman Kelly has introduced legislation which goes right to the heart of the matter (curfew).  Mr. Kaplowitz noted that Senator Schumer has put in a companion bill.

·        Various alternatives of transportation to the Airport were discussed.

·        There was concern expressed as to whether the closing of the garage would impact legal flights, not in violation of the curfew.  It was stated that it is possible that a lawsuit will come from this but all other methods have been exhausted and since the County has complete control over the garage, closing the garage overnight would send a message.

·        Committee would like a letter of assurance from the C.E.’s office that people will be able to get their cars out of the garage, even during the hours it is closed.

 

 

A&C CALENDAR:

 

Committee reviewed the A&C Calendar.  Several requests for backup were made.
