Chairman Wishnie called the meeting to order at 10:15 a.m.
DISCUSSION:
D7, 8, 9: Airport Runway Safety Overrun Improvements:
· Substitute legislation for Project A0072 was submitted and discussed.
· In lieu of a $55,000 bond act for the Airports share of design, the revised legislation utilizes cash to fund this piece of the project.
On motion of Legislator Carsky, seconded by Legislator Noto, the motion to approve this item was carried by a vote of 8-0. (Legislator Abinanti out for vote)
On motion of Legislator Carsky, seconded by Legislator Kaplowitz, the motion to Receive and File the originally submitted legislation (D7, 8, 9) was carried by a vote of 8-0. (Legislator Abinanti out for vote)

A3. New Investment Policy: Proposed Act establishing a new investment policy for Westchester County. (4/24/00)
· The Committee discussed this policy in detail at a previous meeting.
· Mr. Hosey of the Citizens Budget Advisory Committee stated that the CBAC had reviewed the policy and the consensus is that the policy as amended by the Budget Committee at its previous meeting, is acceptable.
On motion of Legislator Carsky, seconded by Legislator LaMotte, the motion to approve this item was carried by a vote of 8-0. (Legislator Abinanti out for vote)
A15. Clean Water/Clean Air Bond Act Funds: Proposed Act granting the County authority to apply for funds under the Clean Water/Clean Air Bond Act for various qualifying Hudson river Estuary Projects. (3/27/00) (Also referred to ENV)
· This matter was previously discussed in Environment Committee.
· At this point each county will do its own bio diversity study
· Mrs. LaMotte stressed her concern that the thinking ought to be broader with regard to biodiversity studies. Why should Westchester pick up the bulk of the cost? Perhaps the counties could work together on this.
· Once grant is approved by the state it must be accepted by A&C
· Mr. Kaplowitz stated that he had a meeting in Croton on March 29th and specifically talked about these four items. He heard no concerns that evening or subsequently.
· Mrs. LaMotte inquired as to the total cost of the project. Ms. DAgrosa stated that one of the implications of the study is to determine the costs.
· The Committee felt comfortable with the first three items: (1) Croton Point Estuarine Center Feasibility Study; (2) Hudson River Access Brochure and (3) Croton Point Interpretive Center Study and Design. The Committee would like to discuss (4) Croton Point Biodiversity Study further. The Committee requested new legislation be sent down severing item 4 from the package. At that time it was also be sent back to the Environment Committee for its review.

D3. Bond Act: Authorizing the issuance of $1,500,000 in bonds Rehabilitation of bridge at Albany Post Road over the Annsville Creek in Cortlandt and the Broad Street Viaduct in Yonkers. (4/10/00)
D4. Bond Act: Authorizing the issuance of $200,000 in bonds Renovations at Saxon Woods and Sprain Lake Golf Course Clubhouses. (4/10/00)
D5. Bond Act: Authorizing the issuance of $160,000 in bonds Various Parks projects. (4/10/00)
D6. Bond Act: Authorizing the issuance of $720,000 in bonds Various Park Playgrounds. (4/10/00)
· Recommitted items D3-D6 were all discussed in detail at previous meetings and recommitted at the Board meeting of April 10, 2000.
· Committee was satisfied with responses to their concerns.
On motion of Legislator Noto, seconded by Legislator Stewart-Cousins, the motion to approve items D3-D6 was carried by a vote of 8-0. (Legislator Latimer out for vote)
C) BOND ACTS:
C31 P0004: Proposed Bond Act authorizing the issuance of $1,200,000 in
Bonds Bronx River Parkway Repaving Program. (2/28/00)
C32. P0010: Proposed Bond Act authorizing the issuance of $500,000 in
Bonds Bronx River Parkway Signage. (2/28/00)
· Items C31 and C32 were previously discussed in Budget Committee as well as Public Works Committee.
· Committee requested that a meeting be set up by the Public Works Committee with all of the involved departments (i.e. Public Works, Planning and Parks) to discuss the Bronx River Parkway.

On motion of Legislator Kaplowitz, seconded by Legislator Abinanti, the motion to approve item C31 was carried by a vote of 6-0. (Legislators Latimer, Carsky and Stewart-Cousins out for vote)
On motion of Legislator Carsky, seconded by Legislator Swanson, the motion to approve item C32 was carried by a vote of 7-0. (Legislators Latimer and Stewart-Cousins out for vote)

Committee discussed the A&C Calendar for the upcoming meeting.
