MINUTES

NOVEMBER 9, 1999

Chairman Wishnie called the meeting to order at 9:10 a.m.

CAPITAL BUDGET:  PRC:

 

·        Commissioner DeSantis and staff were in to discuss Capital Projects for PRC including the following:

·        RGC05:  Mohansic Golf Course Rehabilitation:  Reducing the scope of work.  Reducing the $8 million appropriation to $5 million

·        RGC07:  Hudson Hills Golf Course Development:  $3.6 million.  Commissioner DeSantis suggested the Committee check with Larry Schwartz on the status of this project.

·        RGC10:  Golf Course Tee & Green Rehabilitation:  $1.7 million for the renovation of tee boxes at Sprain Lake

·        RGIP2:  Park Wide Comfort Station Rehabilitation:  On-going project to rehabilitate comfort stations in parks.  There are currently 5 in design, including V.E. Macy, Saxon Woods and Macy.

·        RGIP7:  General Infrastructure Active Recreation Areas:  Upgrades to playgrounds

·        RGIP8:  General Infrastructure Parks Bridges & Dams:  They will implement recommendations of completed study – to fund design

·        RMAC1:  Macy Park:  South County Recreation Area:  $910,000:  Bridge rehab & picnic area

·        RMUS5:  Muscoot Farm Roofs:  Roofs for 3 main buildings

·        RTB04:  Tibbetts Brook Park Site Work:  $200,000 for a new playground

·        RYON1:  Yonkers Waterfront Plan:  Total development cost of Habirshaw is $1,010,000.  This will be for design and construction of the property recently purchased as an adjunct to the Yonkers Waterfront.

·        RP002 Ice Casino Improvements:  $890,000:  Stucco work and windows

·        RP23A:  Various Rides and Components – Playland:  $750,000:  For rehab of the Old Mill ride.

·        RP23B:  Colonnade Rehabilitation:  $4,490,000:  restoring midway, stucco work to resemble other arcade facades in the park.  It will take approximately 2 years for the work to be completed.

·        RP039:  Playland Roof Replacement project:  $50,000:  1st of a series of roof replacement projects.

 

 

COMMITTEE TRANSFER:

 

·        These transfers are required to provide sufficient appropriations for the purchase of two shared printers for the Personnel Department, the purchase of 3 laptop computers and one printer for the Budget Department and additional appropriations for the Medical Supplies Account for the Department of Labs and Research.

·        Total amount of transfer is $72,000.

 

On motion of Legislator Young, Seconded by Legislator Kaplowitz, the motion to approve this item was carried by a vote of 7-0.

 

 

CAPITAL BUDGET:  DEF:

 

·        RD003:  Sprout Brook Ash Disposal Phase 4:  $8,500,000:  Design and construction (in-house project).  DEF is working with the Town of Cortlandt with regard to their concerns about this project.

·        RD010:  Croton Landfill – Railroad 1 Closure Enhancements:  in design – will be put out for public bids – 10% of the $8 million is for design.

·        SBB10:  Blind Brook WWTP Automation:  $200,000:  Phase 2 of the Automation Project based on the Black & Veatch Report.

·        SBB86:  Blind Brook SSD – Municipal Sewer System Rehabilitation:  $965,000:  Construction phase.  As per Consent Order must be completed by the end of 2002.

·        SNR10:  New Rochelle WWTP Automation:  $250,000:  one of a series of automation projects to be done.

·        SNR85:  Sewer System Rehabilitation New Rochelle SSD:  Sanitary sewer overflow projects – work to be completed as per Consent Order.

·        SY002:  Yonkers Joint Treatment Plant Primary Gravity Thickener:  $850,000:  This is an old project that has been moved out.  Replacing worn out equipment.

·        SY004:  Yonkers Joint Treatment Plant Gravibelt Filter:  $500,000:  Design in 2000; construction in 2001.  For additional odor control.  Covers on primary tank completed and installed almost 1 year ago.

·        SY006:  YJTP – Automatic Skimming System:  Preparing to go out to bid in 1st quarter of 2000

·        SY42C:  YJTP – Odor Control Digest Sludge Storage Tanks:  $2,000,000:  For new odor control system as per Black & Veatch Report.

·        SY075:  Pump Station Rehabilitation Program Saw Mill SSD:  $1,100,000:  Design this year, work to be done by 2001

·        SY080:  Yonkers Jt. Treatment Plant Effluent Treatment:  $3,900,000:  NYS DEC decided we were using too much chlorine now we have to dechlorinate effluent.

·        SY086:  Yonkers Joint SSD – Municipal Sewer System Rehabilitation:  $9,760,000:  Cost of project to be spread out over sewer district budgets.

·        The Committee questioned what the County will be doing for those communities that have already spent money.  Commissioner will look into it.
