Chairman Wishnie called the meeting to order at 10:25 a.m.
DISCUSSION: (There is a cassette tape on file for more detailed information)
CASH FLOW:
· TANS: sold for $75 million at 2.83%
· There were 11 different bidders
· Next year will do electronic bids
· State aid is down $21 million ($5 million is attributable to a transportation item that did come to fruition - also show a corresponding $5 million in expenses)
· Sales tax: was $1,145,000 less than projected which was caused partially by the decrease in sales tax in White Plains.
· Public Benefit Corporation receipts were $9 million less than budgeted but this amount will be collected in 1999.
· On the expenses side Services and Supplies showed a savings of $30,000,000 of which approximately $15 million was due to payments to Education and Transportation of Handicapped Children.

· Ms. Tooher explained that in December, 1998 the Board adopted Local Law 27-1998 which transferred chaplaincy services to the Department of Correction. Because of the timing of this action the transfer of this function was reflected in the Proposed 1998 Budget or in the adopted Budget. Adoption of this act is necessary to bring the 1999 Operating Budget into conformance with the Local Law by making the transfer from the Department of Health to the department of Correction.
On motion of Legislator Mosiello, seconded by Legislator Young, the motion to approve this item was carried by a vote of 9-0.
6. COUNTY EXECUTIVE: WCHCC Agreement: Proposed Act authorizing the County to enter into an agreement with the Westchester County Health Care Corporation Primary Care and Dental Care for Westchester, Rockland and Putnam individuals with HIV/AIDS. (1/25/99) (Also referred to HMC)
· Under the terms of this agreement WCHCC will provide primary care and dental care for Westchester, Rockland and Putnam County individuals with HIV/AIDS.
· The term of the agreement is March 1, 1999 through February 29, 2000.
· Payment shall be made by the County in an amount not to exceed $238,783.
On motion of Legislator Swanson, seconded by Legislator Abinanti, the motion to approve this item was carried by a vote of 9-0.
III. BOND ACTS:
4. Proposed Bond Act, Act and Resolution authorizing the Countys purchase of 1.09 acres of land in the City of New Rochelle to be used for parkland. (1/26/99)
· Mr. Wishnie reviewed a memo he received from the Law Department answering questions the Committee had with regard to this item.
On motion of Legislator LaMotte, seconded by Legislator Young, the motion to approve this item was carried by a vote of 9-0 with Legislators Swanson and Mosiello signing Without Prejudice.

1. Proposed Bond Act authorizing the issuance of $900,000 in bonds Air Conditioning Equipment Replacement and Chloroflouro Carbons. (7/20/98)
· The Committee was informed that the Administration plans to re-scope this legislation and will be sending written notification of withdrawal of this particular piece of legislation.
5. Proposed Bond Act authorizing the issuance of $200,000 in bonds Roads and Grounds Improvements, Valhalla. (1/25/99)
· The Committee was informed that a revision in the amount (from $200,000 to $100,000) will be submitted for consideration.
6. Proposed Bond Act authorizing the issuance of $570,000 in bonds Roof
Replacement and Parapet Repairs, MOB. (1/25/99)
· This will finance the replacement of the existing built-up roofing system, including repairs to masonry parapets, joint repairs and waterproofing at the Michaelian Office Building.
· The existing roofing system has reached its useful life. The project will protect the building structure and finishes.
On motion of Legislator Abinanti, seconded by Legislator Swanson, the motion to approve this legislation was carried by a vote of 8-0 with Legislator Mosiello out for the vote and Legislator Swanson signing Without Prejudice.
7. Proposed Bond Act authorizing the issuance of $1,750,000 in bonds Replace/Upgrade HVAC units MOB & COB2. (1/25/99)
· To finance the replacement of the existing air distribution system at the Michaelian Office Building. Components of the structural and major mechanical equipment are reaching the end of their useful life.
· Current industry standards will be used.
· The new units will be more energy efficient and will lower energy consumption.
· The designing of IT space will not affect floor by floor units.

29. Proposed Bond Act authorizing the issuance of $275,000 in bonds Westchester County Health Care Corporation/OR Modernization. (1/25/99)
· To finance the study/design of a project to renovate the area currently occupied by the Surgical Suite and adjacent areas in the Macy Pavilion, 2nd floor.
· The majority of the Operating at the Medical Center were built pre-1980 and require modernization to support new technologies.
On motion of Legislator Abinanti, seconded by Legislator Young, the motion to approve this item was carried by a vote of 8-0 with Legislator Mosiello out for the vote and Legislator LaMotte signing Without Prejudice.
30. Proposed Bond Act authorizing the issuance of $1,200,000 Westchester County Health Care Corporation/Cedarwood Hall Infrastructure. (1/25/99)
· To finance an extensive repair to the façade of Cedarwood Hall.
· Work will include removal of trowelled on granite and base coat, repair existing masonry, install new stucco finish, ledge panels, aluminum panels and infill, and remove and replace flashing.

31. Proposed Bond Act authorizing the issuance of $3,500,000 in bonds Westchester County Health Care Corporation/Major Medical Equipment. (1/25/99)
· To finance the acquisition (and design as necessary) of major medical equipment purchases and installation by the Westchester County Health Care Corporation.
· This will provide for new technology to respond to advances in care and replace equipment that has exceeded its useful life.

32. Proposed Bond Act authorizing the issuance of $1,200,000 in bonds Westchester County Health Care Corporation/Interior Infrastructure Hospital Macy/Main. (1/25/99)
· To finance infrastructure improvements including an HVAC system upgrade in the Macy Pavilion, life/safety improvements (including fire alarms, and security access systems) and electrical upgrades.
On motion of Legislator Abinanti, seconded by Legislator Young, the motion to approve this item was carried by a vote of 8-0 with Legislator Mosiello out for the vote and Legislators LaMotte and Swanson signing Without Prejudice.
8. Proposed Bond Act authorizing the issuance of $140,000 in bonds Equipment and Apparatus for Fire Training Center. (1/25/99)
· To finance the design and construction of a flashover simulator which involves the construction of a simple concrete pad and small storage area and acquisition of specialized equipment.
· The installation of this simulator equipment will require site work to create a suitable area, the creation of a small storage area for fuel and reconstruction of the fireworks disposal area and containers.
· The flashover simulator recreates conditions occurring in a burning building just before flashover, but in a carefully controlled environment.
· The flashover simulator will expand the education and experience of firefighters training at the Fire Training Center.

9. Proposed Bond Act authorizing the issuance of $300,000 in bonds Replace Oil Fire Pits/Aircraft Fire Simulator. (1/25/99)
· To finance design and engineering services to replace and reconfigure the 20 year old concrete tanks at the Fire Training Center used to create class B (flammable liquid) fires, the fighting of which is a required training element.
· The new simulator will use propane fuel, which burns cleaner than the oil currently used.
On motion of Legislator LaMotte, seconded by Legislator Swanson, the motion to approve this item was carried by a vote of 8-0 with Legislator Mosiello out for vote.
33. Proposed Bond Act authorizing the issuance of $500,000 in bonds - Westchester County Health Care Corporation/Hospital Computer Center. (1/25/99)
· To finance automation upgrades at WCHCC.
· This will fund the purchase of disc upgrades, optical storage, bedside and portable terminals, intelligent workstation client server, parallel processing system and printer upgrades, and other upgrades to keep pace with technological improvements.
On motion of Legislator Abinanti, seconded by Legislator Stewart-Cousins, the motion to approve this item was carried by a vote of 7-0 with Legislators Mosiello and Young out for vote.
