MINUTES

MARCH 24, 1998

Chairman Wishnie called the meeting to order at 10:10 a.m.

1998 BUDGET AMENDMENT:

 

3. COUNTY EXECUTIVE: Proposed Budget amendment to the 1998 County

Operating Budget to reduce the cost of County government by abolishing certain positions and creating other, more appropriate positions. (3/9/98)

 

  • Mr. Scheinkman informed the Committee of how the changes in the budget amendment would affect the Law Department. All deputies positions will be a Grade 17, with the exception of the Chief Deputy & Head of Appeals (one position) which will be a Grade 19. The Law Department will be taking on the responsibilities that previously belonged to the Director of Labor Relations (who retired last year). The Law Department will be handling grievances as well as arbitration matters.
  • With the exception of the County Attorney and his deputies all other titles in the

department are Teamsters and that is why he requested a non-union title.

  • The County attorney is requesting a Document File Clerk to help in modernizing the data base program in the office.
  • The Committee was advised by the County Attorney not to separate this legislation into two pieces (Budget Act & Pay Plan Amendment). He stated that the Pay Plan Amendment could be amended by the BOL but would not be of consequence without the Budget Transfer.
  • Mr. Mosiello requested that the record reflect that he would like to know what each of the movements are, the duties of the jobs as they exist today as well as the duties of what the secondary job will be.

SALES TAX:

 

The Committee briefly discussed the issue of eliminating sales tax in the county. Mrs. Carsky informed the Committee that with the loss of sales tax income the county will be responsible for paying one quarter million dollars to the MTA. This issue was discussed in detail with NYSAC and Mrs. Carsky will provide an informational memo to the Board (on April 6th agenda).

 

A&C CALENDAR UPDATE:

 

Mr. Boland reviewed the March 26th A&C Calendar with the Committee.

 

(4) Re: Westchester Legal Aid: Last year the BOL approved an increase in appropriation which has not been put through as of yet.

(10) Re: Lead Abatement Project: checking on funding issue

(17) Re: Term of contracts with Neighborhood Health Centers - changing from a

one-year term to a six month term.

(18) Re: $9 million contract (amendment) for 1997 - Dialysis Clinic - WCMC. Mr. Abinanti stated that this contract should be assigned to the Medical Center and let them amend it. He requested the item be held over.

27. Statement of Financial Condition:

 

On motion of Legislator LaMotte, seconded by Legislator Kaplowitz, the motion to Receive and File this item was carried by a vote of 8-0.

 

CBAC:

 

On motion of Legislator Kaplowitz, seconded by Legislator Carsky, the motion to appoint two new members (LeRoy Mitchell and Joseph G. Whelan) to the CBAC was carried by a vote of 8-0.
