MINUTES COMMITTEE ON BUDGET AND APPROPRIATIONS AUGUST 17, 1998 PRESENT: Chair Wishnie, Legs: Swanson, Young, LaMotte, Carsky, Kaplowitz, Mosiello, Stewart-Cousins, Dr. Hankin, Mr. Boyer, WCC; Ms. Tooher,Budget; Mr. Scheinkman, County Attorney; Mr. Salley, Planning; Mr. Oros, Mr. Hosey, Ms. Schecter, Mr. Chang, Mr. Boland, Mrs. Keating-BOL; Chair Wishnie called the meeting to order at 10:10 A.M.
On motion of Mr. Young, seconded by Mrs. Swanson, the minutes of August 10 were approved 8-0. Westchester Community College Budget. Mr. Wishnie stated that on Additions Day the Budget Committee added $100,000 from the Fund Balance to the Operating Balance. Dr. Hankin passed out a Chart showing the last 8 years how figures have fluctuated. Tuition will remain the same in 1998-1999. Data Processing Operation at the College Avoid glitches. If everything goes well the $100,000 we go back into the fund balance, if it doesnt work out as planned, the College wants the money there to be able to do what they have to. Presently the College does some data processing and the County does some. The County charges the College to do these things. Surplus 5.8% tax levy increase. $1.3 million this year and $1.7 million next year. Cost of salary settlements coming down the pike may need fund balance to accommodate that. Make fund balance a way to level the Countys fund balance contribution. On motion of Mrs. Carsky, seconded by Mrs. Swanson, the Committee voted 8-0 to delete the $100,000 from the Operating Fund and put the $100,000 back into the Fund Balance. On motion of Mrs. LaMotte, seconded by Mrs. Carsky, the Committee voted 8-0 to approve the WCC Budget as presented. County Attorney Scheinkman explained 5 lawsuits. Item 30 was withdrawn by the County Attorney and the Administration. On motion of Mr. Mosiello, seconded by Mrs. Swanson, Item 30 was received and filed 8-0. Item 24 Officer denied promotion suffered on the job stress by reason of the denial. Filed for 207C. Payments start on day 1 and a hearing was set. During three week period officer received $3,600 in benefits and the County is recouping this amount. On motion of Mr. Kaplowitz, seconded by Mrs. Swanson it was approved 8-0 as amended by Mr. Kaplowitz by adding plus interest. Items 26-recoup benefits paid from time doctor said officer could return and now-$5,118.82. On Motion of Mr. Kaplowitz, seconded by Mr. Young it was approved 8-0 plus interest. Item 27 and 29 Insurance claims. On motion of Mrs. Swanson, seconded by Mrs. LaMotte, Item 27 was approved 8-0. On motion of Mr. Mosiello, seconded by Mrs. Carsky, Items 29 was approved 8-0. Two acts with the City of Peekskill for A-Loft was discussed. There were several questions relating to just artists. The County Attorney felt the project would be permissible under the perimeters set forth in the committee report. On motion of Mrs. LaMotte, seconded by Mr. Kaplowitz, the committee signed out the report and acts 8-0. David Markus gave the Committee an overview of his report and everyone thanked him for his excellent work this summer. On motion of the Chair Wishnie the meeting adjourned at 12:10 p.m.
