MINUTES

The County van left the Municipal building for the trip to Mt. Vernon District

Office at 100 E. 1st Avenue at 10 a.m.

 

REPORT:

We drove past the various multi-parking lots in the area that are owned by the County. These are used by the employees and the private tenants. The building is located near the train station and major bus routes

We viewed the outside of the building first. The masonry on the outside of the building is chipped in many areas. We were told this needs to be repaired, waterproofed and the bricks need to be re-pointed.

We entered the building through the basement. This is the reception area where customers enter to meet with their counselors. We then went up to the 1st floor. which is the lobby entrance. Presently it is a huge room. One side, behind a wall, houses Con Ed and the other side houses DSS workers. DSS would like to remove the wall where the workers are to create a new reception area. Instead of a ramp for the handicap, they would install an elevator from the street to the 1st floor. Con Ed’s lease is up early in 1999, and DSS would also like to break through that wall, pending approval of the Space Planning Committee.

We then toured the 3rd floor . DSS would like to renovate this floor to create a different work environment.

Our next stop was the 7th floor. The Union that occupied this floor renovated this space including putting new windows in. We continued up to the 10th floor which houses the Office for the Aging. All of the offices were private ones. This floor has been remodeled by the County but several of the windows seem to be leaking. We were told this is due to the roof and parapet wall leaking. The Office for the Aging is presently occupying the space on part of the 9th floor but they are not utilizing it.

 

We then went up to the roof. It is a flat roof that needs to be replaced. There are 5 layers of roofing on this roof which will be removed. The walls surrounding the roof do contain asbestos and they will be encapsulated. There are also rusted metal signage supports which will be removed. The A/C unit cooling tower needs to be replaced.

This ended our tour of 100 E. 1st Avenue and we crossed the street to the warehouse which consists of 2 buildings. One building is the facility heating plant which services the 10 story hi-rise and the 2 story warehouse. The first floor of the 2 story warehouse is used to store furniture. The 2nd floor is vacant pending the Space Planning Committee’s decision on utilization. The roof, which is slate, needs to be replaced.

We returned about12 noon.

We were subsequently notified that Office for the Aging will not require the 9th

floor.
