MINUTES - AUGUST 18, 1997

Co-Chairs Swanson and Wishnie called the meeting to order at 1:15 p.m.
COURTHOUSE:
- Mr. Wishnie distributed and reviewed a resolution requesting the C.E. submit legislation authorizing the County to contract with the New York State Dormitory Authority to perform technical and financial services for the County with regard to the Westchester County Courthouse; authorizing the Chair to retain the services of the appropriate consultants to provide guidance to the Board during the process of developing a plan and reconstructing the Courthouse site and requesting the C.E. to secure from the Dormitory Authority a full documentation of its efforts to engage the services of minority contractors..
- Mr. Oros explained that the current resolution is the blending of last weeks Dormitory Authority resolution that was recommitted at last Tuesdays Special Board Meeting and the one presented by him at last weeks Committee of the Whole meeting.
On motion of Legislator Darcy, seconded by Legislator Delfino, the motion to approve this item was carried by a vote of 6-0.
MINUTES:
On motion of Legislator Young, seconded by Legislator Swanson, the motion to approve the Minutes of August 11, 1997 was carried by a vote of 6-0.

INFORMATION REQUESTS:
Committee is awaiting the following information which was requested at the August 11th B & A meeting:
2ND QUARTER PROJECTIONS:
- According to Mr. Phelan the biggest restriction to our surplus is $2.3 million for non-collection of state aid for education/transportation program. Mr. Abinanti stated that he recalls seeing a memo a few months ago from NYSAC saying that the lawsuit was settled and the owed money would be forthcoming. He asked that the Committee Co-Chairs request a reconciliation of the potential $2.3 million shortfall for state reimbursement for the education/transportation program with the recent reports from the State Association of Counties that the lawsuit was settled.
- Mr. Abinanti asked for an analysis of the impact the state budget will have on the county. Mr. Phelan stated that it will take about a week to get that info (excluding DSS)
- Public Safety: Mr. Abinanti requested a breakdown of OT and Contractual Services.
- Corrections: Mrs. Swanson requested a breakdown, by month, of the number of federal prisoners housed as well as the monetary rate per prisoner.
- County Clerks Office: Mr. Abinanti requested a breakdown of the revenues and expenditures to date.
- Cty Publicity & Promotions (2035): Deficit of $7,372: Mr. Phelan explained that this is primarily contract driven. The Committee requested a copy of the budget as of June 30th indicating expenditures by account.
- The Committee requested an analysis of special studies.
- Surrogate Court Rental (2150): Deficit of $12,505 due to operating expenses that vary from year to year. Mrs. Swanson requested an breakdown of this number.
- Requested a breakdown of Citizens Services (2070) deficit of $33,915.
- Mrs. Swanson requested a vacancy count for WCMC.

6 MONTH CASH FLOW:
- Do we have breakdowns as to monies received for some of special projects (i.e. parking garages, Austin Avenue)? WCMC and Airport get them directly according to Mr. Langeloh although he said he would check on them as well as the status of Austin Avenue payments
MEETING TIME:
From this point forward the Committee will meet on Mondays at 1:00 p.m. rather than 3:00 p.m.
WESTCHESTER COMMUNITY COLLEGE BUDGET:
Deletions Report: On motion of Legislator Darcy, seconded by Legislator Young, the motion to approve the Deletions to the Community College Budget was carried by a vote of 6-0.
WCC Budget Act: On motion of Legislator Darcy, seconded by Legislator Young, the motion to approve the WCC Budget Act was carried by a vote of 6-0.
BOND ACTS:
5. (BGS25) Proposed Bond Act authorizing the issuance of $775,000 in bonds - Image Management System. (6/2/97)
- Mr. Young stated that he would not be able to support this item because he has yet to receive any real assurances that the process is fair, open and inclusive to women and minority owned businesses. He further stated that the Committee on Minority Affairs has been awaiting information for months from the Law Department on this matter.
- On motion of Legislator LaMotte, seconded by Legislator Delfino, the motion to approve this item was carried by a vote of 5-1 with Legislator Young being recorded in the negative and Legislator Swanson signing "Without Prejudice".

6. (BGS26) Proposed Bond Act authorizing the issuance of $2,013,000 in bonds - Work Force Automation. (6/2/97)
The Committee will meet with General Services on this matter on Monday, August 25th.
2. (B0016) Proposed Bond Act authorizing the issuance of $140,000 in bonds - Roof Replacement, 85 Court Street. (6/2/97)
- Mr. Young stated that he would not be able to support this item because he has yet to receive any real assurances that the process is fair, open and inclusive to women and minority owned businesses. He further stated that the Committee on Minority Affairs has been awaiting information for months from the Law Department on this matter.
- On motion of Legislator Swanson, seconded by Legislator LaMotte, the motion to approve this item was carried by a vote of 5-1 with Legislator Young being recorded in the negative.
1. (B0015) Proposed Bond Act authorizing the issuance of $100,000 in bonds - Interior Infrastructure Repairs - White Plains. (6/2/97)
- Mr. Young stated that he would not be able to support this item because he has yet to receive any real assurances that the process is fair, open and inclusive to women and minority owned businesses. He further stated that the Committee on Minority Affairs has been awaiting information for months from the Law Department on this matter.
- On motion of Legislator LaMotte, seconded by Legislator Delfino, the motion to approve this item was carried by a vote of 5-1 with Legislator Young being recorded in the negative.
7. (RCP7c) Proposed Bond Act authorizing the issuance of $1,025,000 in bonds - Croton Point Redevelopment - Camping. (6/2/97)

- Mr. Young stated that he would not be able to support these items because he has yet to receive any real assurances that the process is fair, open and inclusive to women and minority owned businesses. He further stated that the Committee on Minority Affairs has been awaiting information for months from the Law Department on this matter.
- On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to approve bond act items 7 & 8 was carried by a vote of 5-1 with Legislator Young being recorded in the negative.
Legislator LaMotte suggested that the Committee get a timetable from Planning with regard to Croton Point Park.
