AGENDA ITEMS:

 

I-1 Commissioner D’Aliso - Department of Public Safety re: Reward Requests.

 

Commissioner D’Aliso referred to two letters referred to the Board of Legislators concerning requests and various bias crimes that took place within Westchester County from September 26, 1996. The penal law policy concerning rewards has not been updated since 1967, according to Commissioner D’Aliso. Commissioner D’Aliso asked the Committee/Board to review this policy.

 

Legislator Wishnie stated that this policy should be re-visited and that there is a general feeling that the legislators would not be opposed to issuing rewards for horrendous crimes that take place within the County.

 

Legislator Carsky asked that perhaps the Commissioner set up guidelines so that there is a clear cut idea as to when rewards would be appropriate.

 

 

2. Cash Flow - Commissioner Langeloh

 

Commissioner Langeloh reported on the first quarter cash flow for 1997 and said that relief and sales taxes are doing well.; Langeloh reported that at this point, the county is $20 million ahead of the original projection with the Federal Government behind in payments of $8.8 million and the State ahead with $6 million in aid.

Commissioner Langeloh reported also that the Westchester County Medical Center is at a point financially where it was projected to be. On the cash flow report, the Medical Center was not broken down by item and the Committee asked that it be broken down by item on the six month cash flow report. Commissioner Langeloh stated that he will provide the six month report in that manner and that the six month cash flow report will be ready to be discussed before Budget and Appropriations in the third week of July.

 

Legislator Darcy asked the Commissioner about a $35 million loan that appears on the first quarter cash flow. The Commissioner replied saying that every year the County borrows from the districts and then later pays back that amount with interest once the first property tax payment is in.

 

Legislator LaMotte queried Commissioner Langeloh on a believed State law that allows property taxes to be paid in installments. Langeloh said that the County submits a "bill" to the municipalities and the municipalities then pay the taxes to the County. How the municipalities collect their taxes is up to them and that indeed municipalities may or may collect taxes on an installment method. Municipalities pay 60% property taxes on May 25, and 40% on October 16.

Bob Boland asked how much of a subsidy is included in the cash flow for the Medical Center. Commissioner Langeloh and Kate Tooher stated that the subsidy to the Medical Center is an expense of the operating Budget and has no impact on the County Cash Flow. Commissioner Langeloh said that cash flow shows incoming cash and that there is no out going cash to subsidize the Medical Center. When the Public Benefit Corporation takes effect, there will be a cash out of the county expense for the new hospital.

 

Legislator Delfino asked Commissioner Langeloh to put the Hotel tax on the cash flow report separately in order to track the tax. Commissioner Langeloh stated that Finance can provide that information separately.

 

Bob Boland requested a detailed breakdown of receipts, and services and supplies. Langeloh agreed to supply Boland with requested information.

 

Legislator Swanson questioned the MTA payments and Langeloh informed the Committee that last year the State did not bill the county because there was no State Budget in the first quarter at that time. This created a savings for the County in the first quarter, however, in August the County made two payments to the MTA.

 

Commissioner Langeloh expects that the same lag in payments of State and Federal aid will continue.

II-1. Discussion concerning the proposed purchase of the 150 Grand Street location took place. George Hosey of the CBAC and Planning Board raised various thoughts for the Committee to think about. Hosey stated that the Planning Board’s thinking is that until you understand fully the machinations of the entire Courthouse issue, you can not decide if you need this location at all, which is strictly office space. Issues concerning the 150 Grand Street Location include no parking facilities, and the County does not know how much office space is needed at the present time, therefore, why buy the building with all these and other questions unanswered.

 

Legislator Delfino suggested that the Committee listen to the proposal for this location from the administration and requested that we schedule the administration to come in and meet with the committee.
