Co-Chairs Wishnie and Swanson called the meeting to order at 3:10 p.m.

MINUTES:

 

On motion of Legislator LaMotte, seconded by Legislator Young, the motion to approve the Minutes of March 10, 1997 was carried by a vote of 5-0. (Legislator Abinanti out for vote)

6N FUND:

 

  • Kate Tooher, Deputy Commissioner, Department of Finance discussed the preliminary financial statements required to be presented to the BOL under Local Law No. 6-1986.
  • The Committee was advised that the Casualty Self-Insurance Fund was in the process of being audited by DeLoitte Touche and copies of this audit would be forwarded to the BOL when complete.
  • The Committee questioned Ms. Tooher regarding the fact that the 1996 and 1997 appropriations for the 6N Fund did not reflect the actuarial assumptions. The Committee discussed this problem at length and expressed their concern to Ms. Tooher.

  • A discussion was held on the lack of a Catastrophic Insurance Policy through an insurance company for our self-insurance program. The Committee requested that Ms. Tooher advise them of any other county in the U.S. with an "A" rating that does not carry catastrophic insurance. They also expressed interest in obtaining a premium quote from insurance carriers for catastrophic insurance.

5. CITIZEN COMMUNICATION: FEDERATED CONSERVATIONISTS: Forwarding a copy of a letter from the Executive Director to the Chairman of the Board regarding the efforts being made to alienate parkland in the City of Yonkers for housing. (1/6/97) (Also referred to CA & ENV)

 

On motion of Legislator Abinanti, seconded by Legislator Wishnie, the motion to Receive and File this item was carried by a vote of 7-0.

 

8.* COUNTY EXECUTIVE: Acceptance of a gift from Mr. & Mrs. Irving M. Potter to be used by the Department of Parks, Recreation and Conservation at the Lasdon Park and Aboretum Library. (3/10/97)

 

On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to Receive and File this item was carried by a vote of 7-0.

 

10.* COUNTY EXECUTIVE: Acceptance of a gift from Virginia P. Wienland to be used at the Trailside Nature Museum. (3/10/97)

 

On motion of Legislator Delfino, seconded by Legislator Abinanti, the motion to Receive and File this item was carried by a vote of 7-0.

 

12. HON. GEORGE OROS: Forwarding a letter from the Mayor of Yonkers regarding the use of a portion of Rory O’Moore Park for affordable housing. (1/6/97) (Also referred to CA & ENV)

19.* CITIZEN COMMUNICATION: BOB SOLOMON: Expressing opposition to the proposal to purchase parkland in White Plains. (3/10/97)

 

On motion of Legislator Delfino, seconded by Legislator Abinanti, the motion to Receive and File this item was carried by a vote of 7-0.

 

OTHER BUSINESS:

 

Mr. Abinanti requested a presentation with regard to the impact of the State Budget on the County. He also requested information pertaining to the impact of the Federal Budget on the County. Mr. Phelan stated that has not seen anything on the Federal Budget but will check on it.
