This joint meeting between Budget and Appropriations and the Committee on Community Affairs confined at 3:00 pm

Mayor Spencer of the City of Yonkers addressed a joint meeting of the B&A committee and Committee on Community Affairs concerning the Rory O’Moore Park issue. Mayor Spencer discussed the Home rule issue on taking action on the 5 acre parcel of this park and creating required affordable housing in the City of Yonkers. The issue of governance in the city of Yonkers was also discussed on the issue of parkland. Mayor Spencer stated that the County of Westchester has never rejected a home rule message sent to the County Board and should not reject the home rule message now. Mayor Spencer stated that it would be a "political sin" if the BOL failed to act and allow the City of Yonkers to rule its own property. Mayor Spencer and his staff addressed concerns by the members of both committees. A discussion of the methods required to transfer this property took place in previous meetings and was again addressed today. Leg. Mosiello expressed his feelings that he finds it interesting that the three committees involved did not invite various environmental group to attend and discuss the issue on the other side of the issue (not to support) Leg. Mosiello discussed the future of this issue if it is to happen again. The joint committees conducted a discussion concerning the process required to handle this property as far as deeding is concerned.

Discussion of this bond, Legislator Abinanti suggested that the committee delays on this bond due to the lengthy time factor that is involved. Committee held this bond over.
