MINUTES: On motion of Legislator Swanson, seconded by Legislator LaMotte, the motion to approve the Minutes of December 2, 3, 4, 5, 6, 9, 10, 11, 12, 13 and 16, 1996 was carried by a vote of 6-0 (Legislator Abinanti out for vote)

17.* COUNTY EXECUTIVE: Proposed legislation authorizing the grant of utility easements to Consolidated Edison and New York Telephone. (12/16/96)
On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to approve this item was carried by a vote of 6-0. (Legislator Abinanti out for vote)
18. COUNTY EXECUTIVE: Proposed Act authorizing the County to accept compensation for the taking by the New York State Department of Transportation of two parcels of County property located adjacent to Route 9 in the City of Peekskill. (11/18/96)
On motion of Legislator Darcy, seconded by Legislator Delfino, the motion to approve this item was carried by a vote of 6-0. (Legislator Abinanti out for vote)
1. HON. URSULA LA MOTTE: Forwarding a copy of a letter to the Chairman of the Board from the County Clerk requesting that the Board enact legislation to permit the County Clerk to issue personal identification cards for a fee. (10/21/96)

On motion of Legislator Wishnie, seconded by Legislator Darcy, the motion to Receive and File this item was carried by a vote of 6-0. (Legislator Abinanti out for vote) The Co-Chairs will send a letter to the Executive Director of the Arts Council suggesting she resubmit her letter later this year for consideration in 1998 budget discussion.

15. HON. GEORGE LATIMER: Forwarding a copy of a letter to the Co-Chairs of the Committee on Budget and Appropriations from the Commissioner of Public Safety requesting permission from the Board of Legislators to offer a $25,000 reward for information leading to the arrest and conviction of the individual or individuals responsible for the recent acts of racist vandalism that have taken place in the Village of Mamaroneck. (10/7/96)
Mr. Wishnie explained to the Committee that Chairman Oros was to have communicated with the County Executive and the County Attorney on this matter. On motion of Legislator Young, seconded by Legislator LaMotte, the motion to Receive and File this item was carried by a vote of 6-0. (Legislator Abinanti out for vote)
26. LEGISLATORS MOSIELLO, CARSKY, SPRECKMAN AND STEWART-COUSINS: Forwarding a Resolution from the City of Yonkers requesting that the County consider relocating the Health Departments Administrative Offices to a location within the City of Yonkers. (11/18/96) (Also referred to HMC)
Joint meeting to be set up with Committee on Health & The Medical Center. A written request for RFPs will be sent to the Administration.
30. COUNTY EXECUTIVE: Proposed Act amending the 1996 County Current Operating Budget (+$1,404,138 - WCMC) (3/25/96) (Letter sent to County Executive on 10/22)
On motion of Legislator Swanson, seconded by Legislator Darcy, the motion to Receive and File this item was carried by a vote of 7-0.
III. BOND ACTS:
1. COUNTY EXECUTIVE: Proposed Bond Act authorizing the issuance of $500,000 in bonds - design plans and related studies for the Hudson River Esplanade and Park as well as other associated improvements. (10/21/96)
Co-Chairs requested a meeting with the Planning Department be set up for next Monday (1/13) on this subject.
2. Proposed (Bond) Act authorizing the issuance of $3,216,000 in bonds to finance part of the cost of various Light Aviation improvements. (12/2/96) (Also referred to Env)
Co-Chairs requested a meeting be set up with the Administration and the Committee on the Environment for next Monday (1/13)
The Co-Chairs will work with the Administration setting up presentations on the remaining bond acts.

Resolution authorizing the Board of Legislators to hire separate legal counsel in the lawsuit, CSEA et al v. Andrew ORourke:
Mrs. LaMotte questioned where the funds would come from. Mr. Abinanti stated that they would come from the County Attorneys Office. Mr. Boland stated that it is customary to state a maximum amount in such a resolution. Mr. Kriss stated that the amount would not exceed the Chairmans ability to enter into a contract. ($20,000). The Committee was in agreement that the resolution should be amended to include a "not to exceed" clause. On motion of Legislator Darcy, seconded by Legislator Delfino, the motion to approve the resolution, as amended, was carried by a vote of 7-0.
MIS File: The Committee agreed to keep this file for tracking purposes, but not list all of the items separately on the agenda.
There being no further items for discussion, on motion of Legislator Delfino, seconded by Legislator Abinanti, the meeting was adjourned at 3:35 p.m.
