BOND ACTS:

 

2. PROPOSED (BOND) ACT AUTHORIZING THE ISSUANCE OF $3,216,000 IN BONDS TO FINANCE PART OF THE COST OF VARIOUS LIGHT AVIATION IMPROVEMENTS. (12/2/96) (ALSO REFERRED TO ENV)

 

  • Committee will withhold action pending review of the Environmental Assessment by the Environment Committee.

 

69. PROPOSED BOND ACT - $200,000 - FACILITIES IMPROVEMENT PROGRAM AT WESTCHESTER COUNTY AIRPORT.

 

  • Commissioner Petrocelli explained that under the lease the planned modifications to the heating distribution system and the repair or replacement of the 20 year old boiler in Hangar D are the responsibility of the County.
  • There is a significant rental yield at Hangar D
  • The total project is $300,000 ($100,000 cash)

 

On motion of Legislator LaMotte, seconded by Legislator Darcy, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

70. PROPOSED BOND ACT - $300,000 - HEAVY EQUIPMENT ACQUISITION AT

WESTCHESTER COUNTY AIRPORT.

 

  • This authorization would fund acquisition of replacement and new heavy equipment needed for Airport operations including a larger runway snowplow and airline apron snowmelter.
  • The Commissioner explained that runways and aprons need to be cleared ASAP after snowfall. Due to restrictions on the use of chemicals snow and ice need to be removed as quickly as possible.

  • Mr. Darcy questioned what happens to the old equipment. The Commissioner informed the Committee that it is disposed of by auction by the Bureau of Purchase, although the Commissioner stated that by the time we are done with the equipment there is very little market value associated with it.

 

On motion of Legislator Delfino, seconded by Legislator Darcy, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

71. PROPOSED BOND ACT - $200,000 - UNDERGROUND FUEL STORAGE TANKS AT WESTCHESTER COUNTY AIRPORT.

 

  • Project is for the removal and/or replacement of fuel storage tanks located at the Westchester County Airport
  • Project mandated by federal EPA regulations and NYS DEC.

 

On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

84. PROPOSED BOND ACT - $450,000 - RECONSTRUCTION OF ELM STREET OVER SAW MILL RIVER, ARDSLEY.

 

  • Bridge rating in area showing it is time for rehab work
  • Rehab of concrete deck, wingwall, new drainage on approaches, new wearing surface and erosion protection.

 

On motion of Legislator Abinanti, seconded by Legislator Delfino, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

85. PROPOSED BOND ACT - $600,000 - RECONSTRUCTION OF EAST MAIN STREET OVER SHRUB OAK BROOK, YORKTOWN.

 

  • Replacement of two existing structures - approach and drainage improvements.

 

On motion of Legislator LaMotte, seconded by Legislator Abinanti, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

86. PROPOSED BOND ACT - $800,000 - ACCESS TO BRONX RIVER PARKWAY NORTHBOUND OVER BRONX RIVER, MOUNT VERNON.

 

  • Repair to arch structure and new wearing surface
  • Inspection of 1995 revealed additional deterioration

 

On motion of Legislator Young, seconded by Legislator Darcy, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

87. PROPOSED BOND ACT - $1,950,000 - COUNTY ROAD REHABILITATION PROGRAM.

 

  • The extremely harsh winter of 1995/1996 has caused severe damages to county roads. The rehab is beyond the normal type repairs that the County’s road maintenance staff can handle.
  • This project was originally submitted at a cost of $1.95 million - it has since been revised to $950,000 (List of roads to be repaired pared down - list of file). The Administration will amend the Act and substitute corrected version for the Committee to sign.
  • Mr. Darcy asked hoe many of the jobs will paid for through bonding. The Commissioner stated that they would like to bond all of the jobs. Mr. Darcy expressed his concern that by bonding jobs the County is in essence bonding salaries.

 

On motion of Legislator LaMotte, seconded by Legislator Darcy, the motion to approve this item was carried by a vote of 6-0. (Legislator Swanson out for vote)

 

88. PROPOSED BOND ACT - $200,000 - PEA POND ROAD, BEDFORD.

 

  • Project involves the reconstruction of approximately 2.5 miles of road. Work includes drainage, lighting, safety improvements and resurfacing.

 

On motion of Legislator LaMotte, seconded by Legislator Darcy, the motion to approve this item was carried by a vote of 7-0 with Legislator Swanson signing "Without Prejudice".

 

 

MINUTES: On motion of Legislator LaMotte, seconded by Legislator Abinanti, the motion to approve the Minutes of January 22, 1997 was carried by a vote of 7-0.
