Co-Chairs Swanson and Wishnie called the meeting to order at 3:15 p.m.

MINUTES: On motion of Legislator LaMotte, seconded by Legislator Delfino, the motion to approve the Minutes of September 25, 1996 was carried by a vote of 5-0 (Legislators Abinanti and Swanson out for vote).

 

 

AGENDA ITEMS:

 

(29.) COUNTY EXECUTIVE: Proposed Act authorizing the County to enter into a three-year IMA with the Town of Yorktown for the use of space in the Yorktown Community and Cultural Center. (5/20/96)

  • On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to Receive and File this item was carried by a vote of 6-0. (Legislator Abinanti out for vote)

 

 

(6.) COUNTY EXECUTIVE: Forwarding legislation authorizing the County to acquire the Grieco Property. (7/22/96) (Requesting copy of Appraisal)

 

  • Needs to be discussed in Executive Session at another time.

 

 

(20.) HON. URSULA LA MOTTE: Forwarding a constituent letter regarding water permit fees. (9/9/96)

 

  • Gina Angiulo will look into this and report back to the Committee.

(23.) COUNTY EXECUTIVE: Proposed legislation authorizing the County to enter into an IMA with the Village of Mamaroneck in connection with the Housing Implementation Fund

Project known as the Regatta. (8/19/96) (Also referred to CA) (Meeting with Planning Dept set for 10/7, 3:00 p.m.)

 

  • The Committee will meet with the Planning Department for a presentation on this issue and to get information on the 20 year affordability clause.
  • Mr. Latimer will inform Mr. Noto, as well as the village officials of this meeting.

 

(19.) HON. JOSEPH DELFINO: forwarding a copy of his letter to the Co-Chairs of the Committee on Budget and Appropriations re: the budget ramifications of a Sales Tax "Holiday". (9/9/96)

 

  • Mr. Delfino stated that it is his knowledge that Mr. Vogt, head of the Chamber of Commerce is in support of this. He further stated that Nassau County and New York City are going to do this.
  • Mr. Wishnie suggested that the Committee discuss this next Monday, in the hopes that the County Executive will make his recommendation before that.

 

(24.) CITIZEN COMMUNICATION: HON. PAUL FEINER: Forwarding a letter requesting that the County not lease space for a new County Courthouse. (9/9/96)

 

  • Mr. Delfino stated that he believes this will be a recurring issue and therefore suggested that the Committee place it in a special file for tracking purposes.
  • On motion of Legislator Delfino, seconded by Legislator LaMotte, the motion to Receive, File and place this item in a special tracking file was carried by a vote of 6-0. (Legislator Abinanti out for vote)

 

(17.) HON. THOMAS ABINANTI: Forwarding a letter from the Parks Commissioner regarding the parking lot at the County Center. (9/9/96)

 

  • Mr. Delfino requested that the Committee have someone from PRC in to discuss this item.
  • Gina Angiulo informed the Committee that the Administration has already responded to Mr. Abinanti with regard to this issue.

1. LOCAL LAW INTRO. 6-1996: AUTHORIZING THE COUNTY TO EXTEND THE LEASE OF 19 BRADHURST AVENUE, HAWTHORNE, NEW YORK FOR A ONE (1) MONTH PERIOD FROM APRIL 1, 1996 TO APRIL 30, 1996. (3/11/96)

 

  • On motion of Legislator Swanson, seconded by Legislator Darcy, the motion to Receive and File this item was carried by a vote of 6-0. (Legislator Abinanti out for vote)

2ND QUARTER PROJECTIONS:

 

On motion of Legislator Abinanti, seconded by Legislator Delfino, the motion to go into Executive Session to discuss potential litigation was carried by a vote of 7-0, at 3:53 p.m.

 

On motion of Legislator Delfino, seconded by Legislator Abinanti, the motion to go out of Executive Session was carried by a vote of 7-0, at 4:00 p.m.

 

 

Mr. Phelan informed the Committee that he had three areas of concern: Health Department, RTI and the Department of Correction.

 

Health Department: Transportation and Education of Handicapped Children:

Potential loss of $7 million for the year based on 50% reimbursement by New York State.

RTI: Decrease in occupancy rate has created a potential deficit of $1,090,000 for 1996.

 

Dept. of Correction: Increase in overtime costs has cut annual projected savings from $6 million to $2.5 million

 

The Committee will continue the 2nd Quarter Projections discussion at next Monday’s meeting.
