COMMITTEE ON BUDGET AND APPROPRIATIONS MINUTES OF SEPTEMBER 11, 1995

Meeting was called to order at 4:05 P.M. Discussion of bonds for County Airport. Commissioner Landi explained that blacktop is commonly used at airports. Concrete is also used, and he could not say which is better.
Mr. Boland asked about the difference in cost. $200,000. FAA wants the county closer to their design standards. Also, F.A.A. requires more de-icing. This increases the glycol flowing to the waste water treatment plant, which requires extra storage tanks ($350,000). The 90 day curing period required by the F.A.A. for concrete leads to a phase-in project, adding costs of $150,000. Engineering design and other soft costs also add to the cost.
Legislator Carsky asked if all the increases were based on changing regulations. The Commissioner explained that we decided to upgrade some components.
Legislator Swanson questioned whether this bid was being awarded at a higher level than that for which we scoped the project and was told yes.
Mr. Boland asked why concrete was not in the bid specs if we knew in April that we were going to use it. He requested a breakdown of the soft costs, which total $900,000.
Legislator Carsky asked the Commissioner if he was satisfied with the way the job has been handled. He says hes happy with it.
Legislator Swanson asked why we didnt go down this path from the beginning. Comm. Landi suggested that F.A.A. funding may not have been available at that time.
