Mr. Phelan reviewed a memo (on file) with regard to the Saw Mill Valley Sewer District with the Committee.

 

39. COUNTY EXECUTIVE: PROPOSED BOND ACT AUTHORIZING THE ISSUANCE OF $500,000 IN BONDS - NORTH YONKERS PUMP STATION REHABILITATION. (REFERENCE # 39)

 

40. COUNTY EXECUTIVE: PROPOSED BOND ACT AUTHORIZING THE ISSUANCE OF $1,365,000 IN BONDS - OSSINING PUMP STATION REHABILITATION. (REFERENCE # 40)

 

41. COUNTY EXECUTIVE: PROPOSED BOND ACT AUTHORIZING THE ISSUANCE OF $940,000 IN BONDS - PEEKSKILL PUMP STATION REHABILITATION. (REFERENCE # 41)

 

42. COUNTY EXECUTIVE: PROPOSED BOND ACT AUTHORIZING THE ISSUANCE OF $400,000 IN BONDS - CWD#3 PUMP STATION REHABILITATION. (REFERENCE # 42)

 

  • Commissioner Trelewicz provided a brief overview of the pump station rehabilitation bond acts, which were discussed in detail at a previous meeting. He informed the Committee that these projects are part of a 10 year Capital Program to upgrade them up to where they should be today (standards as well as equipment)
  • Mr. Wishnie suggested taking the bond acts together with one vote. The Committee was in agreement.

 

On motion of Legislator LaMotte, seconded by Legislator Delfino, the motion to approve Items 39, 40, 41, and 42 was carried by a vote of 6-0.

On motion of Legislator Young, seconded by Legislator LaMotte, the motion to approve the Minutes of June 10, 1996 was carried by a vote of 6-0.

Agenda Items:

 

8. COUNTY EXECUTIVE: Proposed Act authorizing the County to enter into IMA’s with municipalities, school districts and Boards of Cooperative Education located within the County for the purpose of obtaining classroom space for the Adult Education Program of Westchester Community College and for other related matters on an annual basis during the period of September 1, 1996 to August 31, 2001. (4/22/96)

 

  • This legislation would only give the authority for the College to enter into IMA agreements without having to come back to the Board every year. The contracts would still go before the Board of Acquisition and Contract.
  • Mr. Darcy stated that the BOL should know how much money is involved when authority is given to enter into IMA agreements.
  • Mr. Delfino questioned whether the Board’s authority is being diminished by this process whereby authority is given by the BOL to enter into IMA’s while the approval for the actual contracts, and dollar amounts, is given by the Board of Acquisition and Contract.
  • The Committee will discuss this item further before taking any action.

 

5. COUNTY EXECUTIVE: Proposed act authorizing a cost sharing agreement and subsequent installment purchase agreement between the County and the New York Power Authority for new led lenses in County maintained traffic signals. (3/11/96)

 

On motion of Legislator Darcy, seconded by Legislator LaMotte, the motion to approve this item was carried by a vote of 6-0.

 

10. COUNTY EXECUTIVE: Acceptance of a gift from the Diners’ Grapevine to be used

by the District Attorney’s Office for public information purposes. (6/3/96)

31. COUNTY EXECUTIVE: Forwarding a copy of his letter to the Co-Chairs of the Committee on Budget and Appropriations re: the availability of Day Care Funds. (3/25/96)

 

Mr. Young informed the Committee that he has been advised that some of the gridlock has been loosened but there are still some problems. He noted that the Administration has been working cooperatively with the day cares to alleviate the problems. This item will remain on the agenda.
