Clinton I. Young, Jr., a Democrat, is the Board’s Majority Leader. Young was elected to the 17-member Westchester County Board of Legislators in November 1995 to represent the City of Mount Vernon. In 1998, Young was chosen as the Majority Whip and in 2002 he became the first African American to hold the position of Majority Leader, one of the Board’s highest leadership positions. In this capacity he helps determine critical Board policy and supports extensive legislation to promote economically challenged areas in Westchester.
Young is Chair of the Legislature’s Committee on Cultural and Ethnic Diversity. He also serves as the Co-Chair of the Committee on Rules and a member of the Committee on Officers and Departments and the Committee on Community Affairs.
In addition to his diligence on budgetary matters and policy issues, Young has remained vigilant on such issues as fair labor practices, environmental justice and increased participation of women and minority owned business enterprises.
Prior to being elected as a County Legislator, Young served for ten years as a member of the Mount Vernon Board of Education. During his tenure on the Board, he held various leadership positions including President and Vice-President (a first for an African-American in both positions) and Chairman of the Budget Committee.
Young is a member of the Greater Centennial A.M.E. Zion Church in Mount Vernon. He has been actively involved in his community, including serving as a Trustee of the Boys and Girls Club of Mount Vernon. He has been cited by numerous organizations for outstanding community service and civic involvement. He was a recipient of the NYNEX Black Achiever in Industry Award and was listed in Outstanding Young Men in America. He is also an inductee in the Boys and Girls Club Hall of Fame.
Professionally, Legislator Young is President and CEO of C. I. Young Real Properties and Amadev Contracting. He is a proud graduate from the prestigious Morehouse College in Atlanta, Georgia and a member of Alpha Phi Alpha Fraternity, Incorporated.
