SPECIAL MEETING

COUNTY BOARD OF LEGISLATORS

DECEMBER 20, 2002 (3:00 P.M.)

The County Board of Legislators met in Special Session.

The Honorable Lois Bronz in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Legislators:  Young, Oros, Abinanti, Alvarado, Kaplowitz, LaMotte, Latimer, Maisano, Mosiello, Pinto, Rogowsky, Ryan, Spreckman, Stewart-Cousins, Swanson, Wishnie, Chair – 17.

Absent:  None.

COMMITTEE ON BUDGET AND APPROPRIATIONS AND THE SPECIAL COMMITTEE ON PARKS AND RECREATION AND THE COMMITTEE ON PUBLIC WORKS:  Hudson Hills Golf Course: Motion to remove from the table proposed Bond Act 225-2002 (Reference RGC08) authorizing the issuance of $850,000 in bonds to finance construction of a new clubhouse building – Hudson Hills Golf Course.

Mr. Kaplowitz made a motion, seconded by Mr. Wishnie to take this item off the table; which motion was carried by the following vote:

AYE:  Legislators:  Young, Alvarado, Kaplowitz, Latimer, Pinto, Rogowsky, Ryan, Stewart-Cousins, Wishnie, Chair – 10.

NAY:  Legislators:  Oros, Abinanti, LaMotte, Maisano, Mosiello, Spreckman, Swanson - 7.

On motion of Mr. Kaplowitz, seconded by Mrs. Stewart-Cousins, the following item was TABLED by the following vote:

AYE:  Legislators:  Young, Oros, Abinanti, Alvarado, Kaplowitz, LaMotte, Latimer, Maisano, Mosiello, Pinto, Rogowsky, Ryan, Spreckman, Stewart-Cousins, Swanson, Wishnie, Chair – 17.

NAY:  None.

COMMITTEE ON BUDGET AND APPROPRIATIONS:  Wireless Communications Surcharge:  Motion to remove from the table proposed Local Law Intro 25-2002 authorizing the County to impose a surcharge on usage of each wireless communications device within Westchester.

No action was taken on this item at this time.
