SPECIAL MEETING

The Chairman opened the meeting with the salute to our flag and an invocation.
The roll call resulted as follows:
Legislators: Abinanti, Noto, Bronz, Carsky, Kaplowitz, Maisano, Pinto, Ryan, Stewart-Cousins, Wishnie, Young, Chairman – 12.
Absent: Legislators LaMotte, Oros, Spreckman, Mosiello, Swanson – 5.
RES 296-2001: Reform of Electric Rates: Urging the New York State Public Service Commission to immediately order reform of Con Edison’s Electric Rates.
The Chairman presented the following Resolution and moved its adoption, which was declared adopted.

272-2001: WCHCC Health Care Agreement: Authorizing the County to enter into an
agreement with the Westchester County Health Care Corporation for a term
commencing
Mr. Wishnie presented the following act.
Mr. Abinanti moved to amend the act as follows:
In
the act caption, change

Section 1., third line, change
In Section 2., in the third and fourth lines, delete the phrase “in an amount not to exceed $10,750,000 for 2003.
These amendments were unanimously carried.
Mr. Pinto moved to further amend the act, as follows:
In Section 2., in the fifth line, delete the phrase “in each calendar year”
This amendment was unanimously carried.
Mr. Abinanti then presented the act, as amended, and moved its adoption, which was declared carried by the following vote:
AYE: Legislators: Abinanti, Noto, Bronz, Carsky, Kaplowitz, Maisano, Pinto, Ryan, Stewart-Cousins, Wishnie, Young, Chairman – 12.
NAY: None.
ACT 273-2001: Tax Levy: Amending Act 259-2001 (As Amended) Fixing and determining the amounts of the County and Special District Taxes for 2002 and levying such amounts upon the real property liable therefor.
Mr. Wishnie presented the following act and moved its adoption, which was declared carried by the following vote:
AYE – Legislators: Abinanti, Bronz, Carsky, Kaplowitz, Pinto, Ryan, Stewart-Cousins, Wishnie, Young, Chairman – 10.
NAY – Legislators: Noto and Maisano – 2.
Mr. Wishnie moved to reconsider the vote just taken in the hope that it be defeated, which motion was defeated unanimously.

On motion of the Chairman, the following Bond Act was recommitted.

Mr. Pinto presented the following memorial resolutions and moved their adoption, which were declared adopted.
